领导权力与领导责任析

【摘要】：领导权力既要承担"积极作为"的责任,又要对领导权力"不作为"或"乱作为"进行惩罚性"问责"。领导权力和领导责任构成了对应性的结构关系。在民主和法治的条件下,构建"责任导向"和"权责对等"的"责任性权力"并严格启动"问责"程序,是破除"有权无责"和"有责无权"的畸形权责背离关系的必由之路。"责任性权力"的构建和"问责"程序构成了领导责任对领导权力的约束和保障机制。
[Abstract]:It is necessary to take "active leadership as" the responsibility, but also the leadership power of omission or chaos as "punitive" accountability.
