同级“相斥”的常态表现及“相融”对策

【摘要】:正在当前的行政体系中,同级之间地位均等,相互依存,接触频繁,极容易发生矛盾和冲突,产生"相斥性"。如果协调不当,会给领导工作和单位发展带来损失;如果处理得当,同级领导之间就会融洽和谐,形成合力,增强工作实效。因此,探讨同级由"相斥"到"相融"的对策,具有重要现实意义。一、同级相斥的常态表现同级之间都有明确的职责分工,即使有职责交叉和衔接问题,也大多有成文或不成文的规定,通常都能各司其职,井水不犯河水。但职责明晰往往也会强化同级之间各自的本位意识,大家莫不争先恐后地去完成自己的

If coordination is improper, it will bring losses to the leadership work and the development of the unit; If properly handled, the leaders at the same level will be harmonious and harmonious, forming a resultant force and enhancing the effectiveness of their work. Therefore, it is of great practical significance to explore the countermeasures of the same level from "exclusion" to "harmony". There is a clear division of duties between peers. Even if there is a problem of overlapping and convergence, most of them have written or unwritten provisions, and are usually able to perform their respective duties. The well water does not invade the river. But the clarity of duties often strengthens the sense of standard between the same level, so we can't compete to complete our own.
