正蓝旗旅游业发展过程中的政府职能研究

【摘要】：改革开放以来,我国政府重视旅游业的发展,出台了一系列的政策法规,旅游业取得了长足的发展。我国政府为促进旅游业的发展,依据当时国情,提出了政府主导型旅游发展战略,收到了良好的效果。在市场化程度逐步提高的今天,如何在旅游业发展过程中才能更好地发挥政府的职能,是一个值得研究的课题,对正蓝旗旅游业的快速发展具有极其重要的意义。本文通过分析正蓝旗旅游业发展的现状,得出正蓝旗旅游业存在着现有主管部门职能有限、旅游基础设施薄弱、缺乏环境监管、旅游市场秩序不规范、不健全,宣传不到位,投入不足等问题。正蓝旗旅游业发展处于起步阶段,旅游业的发展还需要政府转变观念,成立旅游管委会,通过制定规划、健全市场、挖掘历史文化、宣传力度,强化从业人员培训,旅游富民,建立旅游资源数据库以实现旅游资源一体化,加大景区生态保护机制等方面给出发展建议。
[Abstract]:Since the reform and opening up, the Chinese government has attached great importance to the development of tourism, has issued a series of policies and regulations, and the tourism industry has made great progress. In order to promote the development of tourism, the Chinese government, according to the national conditions at that time, This paper puts forward a government-led tourism development strategy, which has received good results. With the gradual improvement of marketization, how to better exert the functions of the government in the process of tourism development is a subject worth studying. It is of great significance to the rapid development of tourism in Zhenglan Banner. By analyzing the present situation of tourism development in Zhenglan Banner, this paper draws a conclusion that there are limited functions of existing competent departments and weak tourism infrastructure in Zhenglan Banner. Lack of environmental supervision, imperfect order of the tourism market, inadequate publicity, inadequate investment, etc. The development of tourism in Zhenglan Banner is in its infancy, and the development of tourism still needs the government to change its concept and set up a tourism management committee. By making plans, perfecting the market, excavating history and culture, publicizing, strengthening the training of employees, making tourism rich, and establishing a database of tourism resources to realize the integration of tourism resources, The development suggestions are given in the aspects of increasing ecological protection mechanism of scenic spots and so on.
