西安市旅游枢纽功能评价与优化路径研究

【摘要】：在“一带一路”战略的时代大背景下和国家将旅游业提升为国民经济发展的战略性支柱产业的大政策下,旅游城市遇到前所未有发展机遇。以吸引功能为主导的旅游目的地向以旅游枢纽功能为主导的旅游枢纽转型,对提升旅游城市的功能和区域地位具有重要意义。西安作为丝绸之路的起点,在“一带一路”战略机遇下,大力发展旅游业,提升区域旅游枢纽功能,建设成为我国西部的旅游枢纽,具有重要的现实意义。以西安为例,从“流空间”理论及旅游流要素角度分析旅游枢纽功能组成部分及其影响因素,运用层次分析法构建了旅游枢纽功能评价指标体系,评价了西安旅游枢纽功能,提出优化路径。研究认为:(1)旅游枢纽必须具备地理位置优越、交通枢纽功能突出、旅游吸引功能显著、基础设施与管理服务体系完善等四个基本条件。旅游枢纽功能主要包括旅游吸引功能、交通枢纽功能、管理服务功能和组织控制功能。(2)旅游枢纽功能评价指标体系包含4个一级指标、9个二级指标和31个三级指标。各一级指标的权重:旅游吸引功能0.050、交通枢纽功能0.113、管理服务功能0.279和组织控制功能0.558。(3)西安旅游枢纽功能评价。旅游枢纽功能发挥处于中下水平。旅游吸引功能具有优势,在集聚扩散、旅游服务、旅游收入与旅游信息方面存在不足。(4)西安优化旅游枢纽功能的路径。第一要转变城市对旅游的功能定位,从旅游目的地向旅游枢纽转变。第二强化枢纽功能,在集聚扩散方面,加强以航空为主导的交通枢纽建设,增加国际航线。第三深化区域旅游合作,通过整合旅游资源,提升旅游产品吸引力;与区域旅行社合作,实现合作共赢,提升区域旅游地位。第四加强旅游公共服务管理,通过建设智慧旅游以及强化西安市旅游购物服务,提升西安自身服务水平;强化旅游服务中心的服务功能,提升旅游的公共服务管理水平。
[Abstract]:Under the background of the era of "Belt and Road" strategy and the state's policy of promoting tourism as a strategic pillar industry for the development of the national economy, Tourist cities encounter unprecedented opportunities for development. Tourism destinations with the function of attraction as their dominant destination are transformed into tourism hubs that are dominated by the functions of tourism hubs. Xi'an, as the starting point of the Silk Road, under the strategic opportunity of "Belt and Road", vigorously develops tourism and promotes the function of regional tourism hub. The construction of tourism hub in the west of China has important practical significance. Taking Xi'an as an example, this paper analyzes the functional components of tourism hub and its influencing factors from the angle of "flow space" theory and tourist flow elements. The function evaluation index system of tourism hub is constructed by using AHP, the function of Xi'an tourism hub is evaluated, and the optimized path is put forward. The study holds that the tourism hub must have superior geographical location and prominent function of transportation hub. The tourism attraction function is remarkable, the infrastructure and the management service system are perfect, the tourism hub function mainly includes the tourism attraction function, the transportation hub function, The evaluation index system of tourism hub function includes four primary indexes, nine second-level indexes and 31 third-level indexes. The weights of each first-level index are: tourism attraction function 0.050, transportation hub function 0.050. 0.113, 0.279 for management and 0.279 for organization and control, 0.558.73) Evaluation of tourism hub function in Xi'an. The function of tourism hub is at the middle and lower level, and the function of tourism attraction has advantages. In the aspects of agglomeration and diffusion, tourism service, tourism income and tourism information, there are shortcomings in Xi'an to optimize the path of tourism hub function. First, it is necessary to change the function orientation of the city to tourism. From tourist destination to tourism hub. Second, strengthen the function of hub, strengthen the construction of aero-dominated transportation hub, increase international routes. Third, deepen regional tourism cooperation and integrate tourism resources. Enhance the attraction of tourism products; cooperate with regional travel agencies to achieve win-win cooperation, enhance the status of regional tourism. 4th strengthen the management of tourism public services, through the construction of intelligent tourism and strengthen tourism shopping services in Xi'an, Enhance the service level of Xi'an, strengthen the service function of tourism service center, improve the public service management level of tourism.
