基于农村生态环境评价视角下永定区乡村旅游生态补偿研究

【摘要】：随着我国社会经济的发展,乡村旅游成为成为旅游业发展的新形态和农民增收的新希望,是一种新的促进农村社会经济发展的驱动点。然而,由于人们环境保护意识较弱及利益驱动等原因,乡村旅游的发展过程中出现系列新的问题,如自然生态环境破坏严重、过渡开发现象凸显、服务设施配套跟不上、环境承载力面临较大压力等等。由此可见,在当前如何促进乡村旅游的可持续发展,保护生态环境就至关重要。为此,本文在结合相关学者研究的基础上,依据生态资本、外部性、公共物品、可持续发展等理论,选取福建省永定区为研究区域,分析了永定区乡村旅游及生态补偿现状,通过问卷调查、专家咨询及层次分析法,从农村生态环境评价视角构建了永定区乡村旅游评价指标体系,从自然生态环境、社会经济环境以及协调度三个一级指标25个子指标对其进行评价,分析各个评价指标对最终评价结果的影响,同时结合评价指标实际值进行评分,得出永定区乡村旅游对农村生态环境影响综合评分为70.1037,并指出在生产环境、大气污染物排放、森林覆盖率,人均绿地面积、协调度等方面仍需要进一步提高;在此基础上,对永定区乡村旅游生态补偿机制加以完善,阐明了永定区乡村旅游生态补偿机制必要性与原则、乡村旅游生态补偿方式、乡村旅游生态的主体和客体,最后从制度建设、社会建设、经济建设角度提出完善乡村旅游生态补偿机制的若干建议,如健全生态补偿法律法规、强化监督组织管理、完善融资渠道及资金使用等等,进而为促进永定区乃至其它地区乡村旅游可持续发展提供参考。
[Abstract]:With the development of China's social economy, rural tourism has become a new form of tourism development and a new hope of increasing farmers' income. It is a new driving point to promote rural social and economic development. Due to the weak awareness of environmental protection and interest driven by people, a series of new problems appear in the development of rural tourism, such as the serious destruction of natural ecological environment, the phenomenon of transitional development, and the service facilities can not keep up with each other. Therefore, how to promote the sustainable development of rural tourism, the protection of the ecological environment is very important. Based on the theories of externality, public goods and sustainable development, this paper selects Yongding District of Fujian Province as the research area, analyzes the present situation of rural tourism and ecological compensation in Yongding District, and analyzes the present situation of rural tourism and ecological compensation in Yongding District by means of questionnaire, expert consultation and Analytic hierarchy process (AHP). This paper constructs the evaluation index system of rural tourism in Yongding District from the perspective of rural ecological environment evaluation. It is evaluated by 25 sub-indexes of natural ecological environment, social economic environment and coordination degree. By analyzing the impact of each evaluation index on the final evaluation result, and combining with the actual value of the evaluation index, it is concluded that the comprehensive score of rural tourism impact on the rural ecological environment in Yongding District is 70.1037, and it is pointed out that in the production environment, the emission of air pollutants, The forest coverage rate, per capita green space area and coordination degree still need to be further improved, on the basis of which, the ecological compensation mechanism of rural tourism in Yongding District is improved, and the necessity and principle of rural tourism ecological compensation mechanism in Yongding District are expounded. Finally, from the angle of system construction, social construction and economic construction, some suggestions are put forward to perfect the ecological compensation mechanism of rural tourism, such as perfecting the laws and regulations of ecological compensation. Strengthen supervision and management, improve financing channels and use of funds and so on, and then provide a reference for promoting the sustainable development of rural tourism in Yongding District and other areas.
