【摘要】：贫困问题困扰着世界上大多数的国家,处于快速发展中的中国的贫困问题更是不容小视。中国贫困人口能否如期脱贫,直接关系到全面建成小康社会目标的完成与否,为此,中国政府探求了多种途径消除贫困问题。中国贫困县大部分是旅游资源丰富地,因此,旅游扶贫成为一种有效减轻贫困的发展方式。旅游扶贫不仅仅是一种经济扶贫,更重要的还是一种造血式扶贫,这种扶贫模式既能维持生态平衡,又能降低政府投入的资金,同时扶贫效率高、返贫率低,有利于实现贫困地区人口精神、物质的双脱贫。光山县作为国家级贫困县,潜在着不少的历史文化资源和现实生态资源,本文运用文献综述法结合当前相关理论的最新成果提出论题,通过实地调研收集光山县旅游扶贫开发的基本条件、旅游资源概况、旅游扶贫开发现状和存在问题等第一手资料,同时运用归纳分析法提出适合光山县旅游扶贫开发的对策建议。这对促进光山县和其他区域旅游扶贫的开发,在实践和理论上都具有很强的现实意义。第一章主要介绍了论文的研究背景、意义、国内外文献综述、旅游扶贫相关理论和研究思路及方法。第二章调查分析了光山县的贫困特点和旅游扶贫开发的环境,通过区位条件、文化条件、社会经济条件、旅游市场条件和扶贫政策的分析以及对旅游资源的分析,认为光山县具备进行旅游扶贫开发的条件。第三章调查了解了光山县政府对旅游扶贫开发的主要做法及旅游扶贫开发取得的成效。光山县依托丰富的自然和人文旅游资源,注重将发展旅游与扶贫工作有机结合,促进了县域经济发展,加快了全县脱贫步伐。第四章运用调查问卷和重点访谈法,调查光山县居民对旅游业的认知了解以及对旅游扶贫开发产生影响的评价,认为光山县旅游扶贫开发仍处于起步阶段。第五章总结出光山县旅游扶贫开发仍存在六个问题,即将旅游扶贫简单地等同于旅游开发、产业发展缺乏共识联动、旅游产品缺乏核心竞争力、旅游扶贫开发投资主体单一、服务管理缺乏规章规范和农户对旅游扶贫认知度不高。第六章根据光山县旅游扶贫开发的实际情况,构建“政府主导、产业融合、可持续发展、区域联合发展”的旅游扶贫开发战略;构建光山县贫困人口受益机制、构建扶贫保障机制;构建光山县旅游扶贫开发独特品牌。第七章总结全文,得出结论。
