陕西省国家地质公园可持续发展的问题研究

【摘要】：陕西省国家地质公园是国家地质公园在西北地区最多的省份之一，主要位于陕西省秦岭南部和陕北西北部境内，它主要是以比较珍贵的地质遗迹为主，充分发挥地质遗迹得天独厚的科学价值和造景功能而形成的自然公园。近几年，是我国地质公园发展的热潮期，国家地质公园建立的速度日益增长，尤其是陕西省国家地质公园的建立和发展走上了一个新的轨迹。其中，经批准建立的陕西省国家级地质公园已有8处,这也预示着陕西省对于地质遗迹保护的工作取得了根本上的重视。陕西省国家地质公园的逐步建立，不但对陕西的地质遗迹起到了保护作用、而且也使得这个旅游大省的经济发展也得到了快速提升。同时，由于陕西旅游大省的名声在外，陕西国家地质公园也得到了许多游人的青睐，虽然带动了陕西旅游GDP的发展，但也使得地质遗迹保护与开发建设之间出现不和谐的步调，加之我国有关地质遗迹保护的相关法律制度仍存在一定的缺失，使得地质公园的地质遗迹保护工作面临着严峻的挑战。2009年1月19日我省通过了《地质遗迹保护管理规定》，这表明陕西省政府开始在立法上重视地质遗迹保护工作。本文在对我国国家地质公园和陕西省国家地质公园文献资料进行全面整理及研究的基础上，结合陕西洛川黄土地质公园的具体实例进行了实证研究。论文主要从以下几个方面进行了阐述，，首先对陕西省国家地质公园的基本情况进行了表述，然后对陕西省国家地质公园可持续发展中存在的问题进行分析；通过对陕西省国家地质公园可持续发展存在的问题研究，在参考借鉴国外地质公园建设的先进经验和发展现状的基础上，提出了解决这些问题的建议和对策，这对于陕西省国家地质公园保护工作的更好开展，起到比较重要的作用。
[Abstract]:The National Geopark of Shaanxi Province is one of the provinces with the largest number of National Geopark in the Northwest region, mainly located in the southern Qinling Mountains of Shaanxi Province and northwest of Shaanxi Province. It is mainly dominated by relatively precious geological relics.The natural park formed by giving full play to the unique scientific value and scenic function of geological relics.In recent years, it is the upsurge period of the development of the national geopark in our country. The speed of the establishment of the national geopark is increasing day by day, especially the establishment and development of the national geopark in Shaanxi Province has entered a new track.Among them, 8 national geological parks have been established in Shaanxi Province, which indicates that Shaanxi Province has paid more attention to the protection of geological relics.The gradual establishment of Shaanxi National Geopark has not only protected the geological relics of Shaanxi Province, but also promoted the economic development of this big tourist province.At the same time, because of the reputation of Shaanxi as a big tourist province, the Shaanxi National Geopark has also been favored by many tourists. Although it has led to the development of Shaanxi's tourism GDP, it has also caused a disharmonious pace between the protection of geological relics and the development and construction of geological relics.In addition, there are still some deficiencies in the relevant legal system related to the protection of geological relics in China.On January 19, 2009, our province passed the "regulations on the Management of Geological relics Protection", which indicates that the Shaanxi Provincial Government has begun to attach importance to the protection of geological relics in legislation.On the basis of the comprehensive collation and research on the literature of China National Geopark and Shaanxi Province National Geopark, this paper makes an empirical study on the concrete examples of Luochuan Loess Geopark in Shaanxi Province.Firstly, the basic situation of Shaanxi National Geopark is described, and then the problems existing in the sustainable development of Shaanxi National Geopark are analyzed.Based on the study of the problems existing in the sustainable development of the National Geopark in Shaanxi Province, and on the basis of reference to the advanced experience and the present development situation of the construction of foreign geopark, the paper puts forward some suggestions and countermeasures to solve these problems.This for the National Geopark in Shaanxi Province to better carry out the work, play a more important role.
