低碳旅游的概念内涵与实践路径——以广元市为例

【摘要】：在全球气候变化的背景下,旅游业不仅是气候变化敏感性部门(行业),也因排放二氧化碳等温室气体对气候变化产生影响。推动旅游业低碳发展,是旅游业承担全球温室气体减排责任的客观要求,是适应我国经济发展新常态、建设"美丽中国"的客观需要,是适应人民群众物质和文化消费需求升级的内在要求,也是统筹城乡发展,推动旅游业加快转型升级和提质增效的重要着力点。四川广元市科学发展特色旅游业,低碳旅游取得积极进展,在低碳旅游发展政策和低碳旅游要素培育方面初见成效,旅游新业态亮点不断涌现。广元市的低碳旅游业为当前探索有中国特色的低碳经济发展方式、深化中国特色的低碳经济学理论提供了基于部门(行业)的经典案例。围绕旅游业的转型升级和提质增效,如何在国家低碳发展的宏观战略指导下从执行层面推动旅游业低碳发展,是低碳试点城市建设研究的重要课题。
[Abstract]:In the context of global climate change, tourism is not only a sensitive sector for climate change (industry), but also because of the impact of greenhouse gases such as carbon dioxide emissions on climate change. To promote the low-carbon development of tourism is the objective requirement for the tourism industry to assume the responsibility of reducing greenhouse gases in the world, and the objective need to adapt to the new normal of China's economic development and to build a "beautiful China." It is not only the internal requirement of the people's material and cultural consumption, but also the important point to coordinate the development of urban and rural areas, and to accelerate the transformation and upgrading of tourism industry as well as the improvement of quality and efficiency. Guang Yuan City in Sichuan Province has made positive progress in developing characteristic tourism and low-carbon tourism. It has made initial achievements in low-carbon tourism development policy and cultivation of low-carbon tourism elements. The bright spots of new tourism forms have been emerging constantly. The low-carbon tourism in Guangyuan provides a classic case based on sector (industry) for exploring the development mode of low-carbon economy with Chinese characteristics and deepening the theory of low-carbon economics with Chinese characteristics. Focusing on the transformation and upgrading of tourism industry, how to promote the low-carbon tourism development from the implementation level under the guidance of the macro-strategy of national low-carbon development is an important topic in the construction of low-carbon pilot cities.
