安太堡露天煤矿矿业用地改革实现途径研究

【摘要】:矿业用地作为土地管理和矿产资源管理的结合部,是矿区危机和可持续发展的双重载体。矿业用地复垦优化研究是贯彻落实《土地复垦条例》和矿业用地改革政策、调整矿业用地供需结构、缓解人地矛盾、优化土地资源配置和实现矿区可持续发展的基础。本文认为:在中国耕地保护特殊国情下,煤矿区矿业用地改革中土地复垦优化是实现矿区土地资源有效配置和高效利用的重要举措。 本文以平朔矿区安太堡露天煤矿为研究对象,以土地利用现状调查、地形地质等资料为数据基础,采用文献资料分析法、系统科学研究法、野外调研和室内模拟结合法、定性与定量分析法、情景模拟和比较研究结合分析法等研究方法,在开展矿业用地改革的背景下,对矿区2011~2015年“矿业用地取得—剥采—运输—排弃—复垦—矿业用地退出”整个过程进行定性和定量的模拟分析,并提出了保障矿区矿业用地改革实施的建议。本文研究结果如下: (1)在系统分析国内外矿业用地复垦研究的基础上,考虑到安太堡露天矿实际复杂地质条件,结合露天矿区生产活动过程中矿业用地利用特征,,构建和优化矿业用地利用和复垦模式。它反映了矿业用地利用过程各环节相互作用方式、动态过程、联结机理,强调矿区土地复垦对矿业用地改革的重要性。 (2)在“矿业用地取得--剥采--运输--排弃--复垦--矿业用地退出”的模式下,安太堡矿2011~2015年矿业用地变化表现为:在时间演变上,矿业用地改革范围为443.61hm2,其中耕地面积为210.67hm2,占总面积的47.49%;复垦土地面积为1256.04hm2,其中耕地面积为716.98hm2,占总面积的57.08%;复垦耕地面积增加506.31hm2;在空间演变上,受复杂地质条件和开采工艺的影响,矿业用地利用与复垦呈梯度变化空间形式,但未复垦到矿业用地改革范围空间位置。 (3)基于安太堡露天矿矿业用地复垦时空演变特征,按照矿业用地复垦标准的不同进行了定性与定量分析,结果表明:排弃到界年,矿业用地退出年限约为8年;复垦起始年,矿业用地退出年限约为9年;复垦达标年,矿业用地退出年限约为12年。针对与矿业用地改革中“等空间置换”的要求,建议特大型露天矿可以采用“等面积置换”和延长矿业用地退出周期两种方式。 本文的创新点:一是以安太堡露天煤矿为例,重点从矿业用地利用过程的角度研究特大型露天煤矿矿业用地复垦优化问题。其中以土地复垦优化的测算成果作为大型露天矿采矿用地改革的参考依据;二是提出以排土到界年、复垦起始年、复垦达标年作为矿业用地退出的标准,分析合理的矿业用地取得—退出期限;三是根据现行的矿业用地改革政策“等空间置换”的弊端,提出“等面积置换”和延长矿业用地退出周期的解决方案。
[Abstract]:Mining land as a combination of land management and the management of mineral resources, mining area is a dual carrier crisis and sustainable development. Research on Optimization of mining land reclamation is the implementation of land reform policies for land reclamation and mining Ordinance, adjusting mining land supply structure, ease the contradiction between people and land, the basis of optimizing the allocation of land resources and implementation the sustainable development of the mining area. This paper thinks that in the Chinese cultivated land protection under special conditions, mining coal mining area land reclamation land reform optimization is an important measure to realize the effective allocation of land resources in mining area and high efficiency.
In this paper, Pingshuo Antaibao Opencast Coal Mine as the research object, the status of land use, topography and geological data as the basic data, using literature analysis method, research method of system science, combined with field investigation and indoor simulation method, qualitative and quantitative analysis, scenario simulation and comparative study with research methods of analysis, in carrying out mining land reform under the background of mining area in 2011~2015 mining land acquisition - stripping - Transportation - abandoned mining land reclamation - - exit "simulation analysis of the whole process of qualitative and quantitative, and put forward the land reform implementation suggestions. The mining area mining results are as follows:
(1) in the analysis of domestic and foreign mining for basic research on land reclamation, taking into account the antaipu actual complex geological conditions, combined with the characteristics of mining land utilization of open-pit mine production activities in the process of construction and optimization of mining land utilization and reclamation mode. It reflects the mining land utilization process of interaction the way, dynamic process, the coupling mechanism, emphasizing the importance of the reform of land reclamation of mining.
(2) in the acquisition of land use for mining - stripping - Transportation - abandoned mining land reclamation - - exit "mode, 2011~2015 years of Antaibao mining land use change is: in the time evolution, mining land reform is in the range of 443.61hm2, the cultivated area is 210.67hm2, accounting for 47.49% of the total area; land reclamation area is 1256.04hm2, the cultivated area is 716.98hm2, accounting for 57.08% of the total area of arable land reclamation increased; 506.31hm2; in spatial evolution, affected by the complex geological conditions and mining technology, mining land use change in gradient space form and reclamation, but not to the reclamation of mining land reform range space position.
(3) the evolution features of land reclamation of mining based on temporal antaipu, according to the different standards of mining land reclamation were analyzed, qualitative and quantitative results showed that the abandoned mining land to the world, out of life is about 8 years; the initial years of mining land reclamation, withdraw from the age of about 9 years; reclamation the standard year, mining land withdrawal period is about 12 years. And for mining space in the reform of "replacement", suggests that extra large opencast mine can be used "replacement" and extend the mining land withdrawal period in two ways.
The innovation of this paper: one is in Antaibao Opencast Coal Mine as an example, from the point of view of mining land utilization process of land reclamation Optimization Research of large opencast coal mining. The calculation results of the optimization of mining land reclamation as large opencast mine land reform according to industry; two is put forward to soil reclamation, initial years, years of mining land reclamation standards as the exit criteria, a reasonable analysis of the acquisition of land use for mining - exit period; three is according to the current mining land reform policy shortcomings "space replacement", "replacement area" and the extension of mining land exit periodic solutions.
