【摘要】：H电力股份有限公司作为一家中小型的电力工程企业，成立于1994年，公司目前包括三大业务领域：变配电工程，电力自动化和中性点接地电阻等。如同很多中小电力工程企业一样，公司在国家电力体制改革不断深入，电力行业投资逐年递增的市场机遇下，也遇到了诸如行业竞争激烈，人力成本和相关管理费用攀升，行业利润空间逐步缩小，以及中小企业的融资困难等问题。企业战略管理是经营管理中的最高层次，在企业管理过程中起到目标指引作用。本文通过H公司战略PEST分析、EFE分析、IFE分析、波士顿BCG矩阵、价值链分析和SWOT分析以及QSPM战略决策等战略制定工具，说明H公司是如何选择变配电工程业务作为核心竞争战略的，以及在明晰核心战略目标后，如何进行战略实施的关键能力建设：即进行基于战略目标为导向的工程项目集成管理建设。通过项目集成管理变革实施提升项目的人才管理、工期进度管理、项目成本管理、项目质量安全管理、项目风险管理等项目多要素能力，，以实现质量好、工期短、成本低的项目集成管理目标。进而研究出一套适合中小电力工程公司建设的项目集成管理方法，探索中小电力工程公司通过企业成功基因即企业战略选择来获取成功的。本文通过结合企业实际情况，使用战略管理理论、项目集成管理理论并阐述二者之间的有机联系，进而为类似的中小电力工程企业实施基于战略导向的工程项目集成管理能力建设提供了有价值的参考。

The enterprise strategy management is the highest level of management, play a role in the guide of the target in the process of enterprise management. Through the strategy of H company PEST analysis, EFE analysis, IFE analysis, Boston BCG matrix, value chain analysis and SWOT analysis, QSPM strategy and strategic planning tools, that is how to choose the H company Substation engineering business as the core competition strategy, and in the clear core strategic target, how to carry out the implementation of the strategy of the key ability construction: project strategic goal oriented integrated management of construction project integrated management based on. Through the implementation of reform to enhance the personnel management, schedule management, project cost management, project safety management the quality, ability of multi elements of project risk management and project, in order to achieve good quality, short construction period, low cost of project target integrated management. And Research on integrated management of a set of methods for small and medium power engineering company construction project, power engineering company through the exploration of the small business success gene is strategic choice for enterprises to succeed. This by combining with the actual situation of enterprises, using the theory of strategic management, project integration management theory and expounds the organic connection between the two, and then It provides a valuable reference for similar small and medium power engineering enterprises to implement the construction of project integrated management capability based on strategic orientation.
