【摘要】:输电网具有自然垄断性,作为输送电能的唯一载体其是一种具有成本的稀缺资源。电网公司需要通过向用户(包括发电厂和负荷)收取一定的费用维持自身的运行;用户也希望电网公司为所有使用者提供公平的输电服务,合理分摊输电费用;输电网作为一种稀缺资源也必须进行优化配置加以合理利用。一言以蔽之,合理分摊输电费用是电网公司的需要,用户的需要,更是资源优化配置的需要。 输电费用的合理分摊有两个层面的问题:一是确定合理的输电服务准许收入即合理的待摊输电费用,二是待摊输电费用通过合理的分摊方法分摊给用户。输电费用主要由政府核准的输电成本、政府允许的收益和相应的税金组成。合理的输电费用分摊方法应能保障电网公司费用的回收、向用户提供有效的经济信号、公平合理、有利于电网安全运行等。本文对输电费用的构成、特点、分摊原则和输电费用分摊方法进行了详细的综述,并简要概述了目前世界各国分摊输电费用所使用的方法。 在此基础上,针对联营电力市场模式下潮流追踪法不适于处理负向潮流的问题,提出了一种基于潮流追踪和广义发电分配因子(GGDF)的输电费用分摊方法:首先借鉴优势潮流的思想将待摊输电费用分为两类;然后,依据“谁受益,谁承担”的原则,其中一类费用通过潮流追踪法在全体用户中分摊,另外一类费用根据GGDF仅在正向潮流用户中分摊。论文用一个5节点算例验证了方法的可行性和优越性。 针对混合电力市场模式下潮流追踪法不适于处理双边交易的问题,论文首先通过面向交易的潮流灵敏度法确定双边交易的潮流贡献,保证了双边交易中交易双方的一体性;进行集中交易的发电厂和负荷的潮流贡献仍通过潮流追踪法确定;然后按照与联营电力市场中相同的处理负向潮流的方式,将待摊输电费用分为两类,一类费用由全体用户承担,另外一类费用仅由正向潮流用户承担,在双边交易与进行集中交易的用户之间进行费用分摊;最后将双边交易的费用在其内部交易双方之间进行分摊,分摊比例即通过潮流追踪法确定的各自的潮流贡献的比例。算例证明了本方法的有效性与实用性。
[Abstract]:Transmission network has a natural monopoly. As the only carrier of electric energy transmission it is a scarce resource with cost. Power grid companies need to charge users (including power plants and loads) to maintain their own operation at a certain cost. Users also want grid companies to provide fair transmission services to all users and to share transmission costs reasonably; Transmission network as a scarce resource must be optimized and rationally utilized. In a word, the reasonable allocation of transmission costs is the need of grid companies, the needs of users, but also the needs of optimal allocation of resources. The reasonable allocation of transmission costs has two aspects: one is to determine the reasonable allowable income of transmission services, that is, the reasonable transmission costs to be amortized. Second, the transmission cost to be amortized is apportioned to the users through a reasonable allocation method. The transmission cost is mainly approved by the government. Reasonable transmission cost allocation method should be able to ensure the recovery of grid company expenses, provide effective economic signals to users, and be fair and reasonable. In this paper, the composition, characteristics, allocation principles and methods of transmission cost allocation are summarized in detail. The methods used to share the transmission cost among countries in the world are briefly summarized. On this basis, the method of power flow tracing is not suitable to deal with the problem of negative power flow. A method of transmission cost allocation based on power flow tracing and generalized generation distribution factor (GGDF) is proposed. Firstly, the unamortized transmission cost is divided into two categories based on the idea of superior power flow. Then, according to the "who benefits, who bears" principle, one of the expenses is shared among all users through the power flow tracking method. The other kind of cost is only apportioned among forward power flow users according to GGDF. A five-node example is used to verify the feasibility and superiority of the method. In view of the problem that the power flow tracing method is not suitable for dealing with bilateral transactions in hybrid power market mode, the paper first determines the power flow contribution of bilateral transactions through the transaction-oriented power flow sensitivity method. It ensures the unity of both sides in the bilateral transaction; The power flow contribution of the power plant and load for centralized trading is still determined by the power flow tracing method; Then according to the same way of dealing with the negative power flow in the associated power market, the transmission costs to be amortized are divided into two categories: one is borne by all users, the other is only borne by the positive power flow users. (B) Cost-sharing between bilateral transactions and users of centralized transactions; Finally, the cost of bilateral transaction is apportioned between the two sides of the transaction, that is, the proportion of the contribution of power flow determined by the power flow tracing method. The effectiveness and practicability of this method are proved by an example.
