基于中立性交叉效率Malmquist指数的中国省际能源效率研究

【摘要】:日益增长的能源消费需求与有限的资源的矛盾,以及能源消费带来的一系列环境问题,让我们不得不意识到能源问题的重要性。本文旨在通过对我国各省份能源效率进行合理测度和排名,了解各地区能源效率的实际水平,为提高我国能源效率提供合理的政策建议。 文章首先从传统DEA模型出发,考虑环境污染产出,基于20012010年中国省际面板数据,通过引入不同的交叉效率评价方法构建了中立性DEA交叉效率模型、考虑所有权重信息的区间交叉效率模型。其次,根据各种化石能源消费数量估算了各省份二氧化碳排放量,将其和二氧化硫排放量作为环境污染的产出指标纳入能源效率模型,并对不同能源效率测度模型的结果进行了分析和比较。最后,文章构建了基于传统DEA模型和中立性DEA交叉效率模型的Malmquist指数模型,将能源效率Malmquist指数分解为技术效率指数和技术进步指数,以期对各省份能源效率的变动进行进一步分析。 研究结果表明:20012010年,我国能源效率大体呈上升趋势,影响我国整体能源效率提高的主要因素是技术效率进步;我国各省份能源效率存在显著差异,,大体呈东高西低的分布趋势,东西部地区之间的能源效率差距较大,且差距有扩大的趋势。西部地区省份能源整体效率提升速度较东部和中部地区快,但是具体分解为能源技术效率指数和技术进步指数后,东部地区的能源技术效率指数比中西部地区高,而西部地区的技术进步指数比东中部地区高,说明西部地区能源效率快速提升的原因是技术进步。
[Abstract]:The contradiction between the increasing demand for energy consumption and limited resources, as well as a series of environmental problems caused by energy consumption. Let us have to realize the importance of energy problems. This paper aims to understand the actual level of energy efficiency in various regions through the rational measurement and ranking of the energy efficiency of various provinces in China. To improve energy efficiency in China to provide reasonable policy recommendations. Firstly, based on the traditional DEA model, considering the environmental pollution output, the paper bases on the data of interprovincial panel in China from 2001 to 2010. The neutral DEA cross efficiency model is constructed by introducing different cross efficiency evaluation methods, and the interval cross efficiency model with all weight information is considered. Secondly. Based on the amount of fossil energy consumption, the carbon dioxide emissions of provinces are estimated, and the emissions of sulfur dioxide and carbon dioxide are included in the energy efficiency model as an output indicator of environmental pollution. The results of different energy efficiency measurement models are analyzed and compared. Finally, the Malmquist exponential model based on traditional DEA model and neutral DEA cross-efficiency model is constructed. The Malmquist index of energy efficiency is decomposed into technical efficiency index and technological progress index in order to further analyze the change of energy efficiency in each province. The results show that: in 2001 and 2010, the energy efficiency in China is on the rise, the main factor affecting the improvement of energy efficiency in China is the progress of technical efficiency; There are significant differences in energy efficiency among different provinces in China, generally showing the trend of low energy efficiency in the east and west, and the gap of energy efficiency between the eastern and western regions is large. The overall energy efficiency of the western provinces is faster than that of the eastern and central regions, but it is divided into the energy technology efficiency index and the technological progress index. The energy technology efficiency index of the eastern region is higher than that of the central and western regions, while the technological progress index of the western region is higher than that of the eastern and central region, which indicates that the reason for the rapid improvement of energy efficiency in the western region is technological progress.
