【摘要】：由于我国经济近几年来的迅猛发展，导致国内面临油气资源不能满足自身经济发展的需求，且能源消费高于能源供应的趋势仍在延续，且愈演愈烈。对外的依存度也因此呈现出增长显著的状况。目前我国亟需解决的现实问题就是开拓稳定、安全的石油进口渠道。而能否保障石油资源的供给安全，更是我国经济可持续健康发展所面临的最大问题。俄罗斯在油气资源方面已成为仅次于中东地区的世界重要的油气资源富集区并且成为世界上最大的能源出口国。俄罗斯在能源出口对象上也面临着多元化的问题。因此，，中俄石油合作存在着一定的必要性，有利于两国“双赢”局面的实现。本文在区域经济一体化理论、比较优势贸易理论、国家间合作理论、地缘政治学理论以及博弈论的理论基础上，对中俄石油合作做出了分析。中俄石油合作的前景是乐观的。地缘优势、良好的政治历史基础以及共同的经济利益推动着中俄石油合作的发展。但中俄石油合作并不是一帆风顺的，会受到中、俄内部以及第三国因素的阻碍。通过博弈分析，说明了中俄石油合作的战略选择，石油管道路线选择以及中俄石油定价问题。然后对中俄石油合作模式做出了分析，主要包括中俄石油勘探开发合作模式、贸易合作模式中的“石油还贷款”以及管道合作模式。最后，提出了加强两国互信建设、实施“走出去、引进来”战略、促进石油价格机制的完善、建立中俄石油合作机制以及加强中俄石油公司的合作的对策，来推动中俄石油合作更好更深层次的发展。
[Abstract]:Due to the rapid development of our economy in recent years, the domestic oil and gas resources can not meet the needs of their own economic development, and the trend that energy consumption is higher than energy supply is still continuing. Russia has become one of the most important oil and gas resource regions in the world after the Middle East region and has become the largest energy exporter in the world. Russia also faces the problem of diversifying its energy exports. Sino-Russian oil cooperation is necessary and beneficial to the realization of the double-win situation between China and Russia. This paper is based on the theories of regional economic integration, comparative advantage trade, inter-state cooperation, geopolitics and game theory. The prospect of Sino-Russian oil cooperation is optimistic. A sound political and historical foundation and common economic interests promote the development of Sino-Russian oil cooperation, but the Sino-Russian oil cooperation is not smooth sailing, will be. Through the game analysis, it explains the strategic choice of Sino-Russian petroleum cooperation. The choice of oil pipeline route and the pricing of Sino-Russian oil. Then the paper makes an analysis of the Sino-Russian petroleum cooperation mode, mainly including the Sino-Russian oil exploration and development cooperation model. Finally, we put forward strengthening mutual trust between the two countries, implementing the strategy of "going out, bringing in", and promoting the perfection of oil price mechanism. In order to promote the development of Sino-Russian petroleum cooperation, the mechanism of Sino-Russian oil cooperation and the countermeasures of strengthening the cooperation between China and Russia oil companies are established to promote the better and deeper development of Sino-Russian oil cooperation.
