【摘要】:上海石化是中国石油化工股份有限公司的控股子公司,是国内最早最大的炼油化工一体化综合性石油化工企业之一。2004年被列入了《美国化学周刊》世界最大的100家化工生产企业名单。公司具有原油综合加工能力1200万吨/年、乙烯84.5万吨/年能力,2011年加工原油1000万吨,实现销售收入955亿元,上交利税96.75亿元,在上海市企业中排名第五位。随着08年以来全球经济活力持续减弱,国际原油价格大幅震荡,国内经济增速下行,化工产品市场需求疲软,成品油价格不到位等形势的变化,上海石化也面临着巨大的生产经营压力。面对严峻的形势,上海石化借鉴国内外大型化工企业的先进经验,结合公司实际,09年全面推进低成本战略,通过瞄准八个方面充分挖掘潜力,努力控制和降低运营成本,不断提高石化产品的规模经济效应和石油资源的综合利用率,通过产品结构优化、业务流程优化以及技术创新等,以低于竞争对手的最终成本向用户提供同等品质的产品,从而在企业发展中获取并保持持续的竞争优势。 上海石化基于对公司宗旨、理念和目标的规划,选择了低成本战略,通过实践,寻找到了实施低成本战略的稳定的关系和规律,便于其他的石化企业借鉴。本案例表明,战略实施意味着战略必须转化为公司成员日常活动的指南,必须反映在公司组织活动的方式和公司的价值观、信念和氛围上,深化低成本战略的实施需要公司所有环节、所有岗位的员工共同参与,降低成本贯穿于企业的每一个经营环节、牵涉到公司的所有工作岗位,只有每个员工真正意识到降低成本的重要性,结合自身岗位特点,从大事抓起、小事做起,才有可能使企业得到最大限度的成本降低,从而获得竞争优势。
[Abstract]:Shanghai Petrochemical Company is a subsidiary of China Petroleum Chemical Co, is the earliest and largest integrated refining and chemical integrated petrochemical enterprises of.2004 years were included in the list of "American Chemical weekly > 100 of the world's largest chemical production enterprises. The company has integrated oil processing capacity of 12 million tons / year of ethylene, 845 thousand tons / year, 2011 10 million tons of crude oil, the sales revenue of 95 billion 500 million yuan, profits and taxes paid 9 billion 675 million yuan, in the city of Shanghai enterprises ranked fifth. With the global economic activity continued to decline in 08 years, the international crude oil price volatility, the domestic economic growth down, the market demand for chemical products is weak, oil price changes in the situation, Shanghai Petrochemical also faced with the enormous pressure on the operation of the production. In the face of the grim situation, Shanghai Petrochemical from large chemical enterprises at home and abroad advanced experience, With the actual 09 years, comprehensively promote the low cost strategy, by aiming at the eight aspects fully tap potential, efforts to control and reduce operating costs, improve the comprehensive utilization of economies of scale and the rate of oil resources of petrochemical products, through the optimization of product structure, business process optimization and technical innovation, to provide the same quality products the user to cost less than competitors, and in the development of enterprises to obtain and maintain the competitive advantage.
Shanghai Petrochemical Company based on the purpose, ideas and goals, choose the low cost strategy, through practice, relationship and rules of the implementation of low-cost strategy to find a stable, other petrochemical enterprises for the reference. This case shows that the implementation of the strategy means that the strategy must be transformed into a guide member of the company's daily activities, must reflect the and companies in the activities of the organization's values, beliefs and atmosphere, deepening the implementation of the strategy of low cost to all aspects of the company, participation of all staff, reduce costs throughout every aspect of a business enterprise, involving all the jobs, only every employee realize cost reduction the importance, combined with its own characteristics of the post event, from the trivial, grabbed, to make it possible for enterprises to maximize the cost reduction, thus gain a competitive advantage.
