【摘要】：随着世界工业和经济的不断发展,人口的快速增长以及人类不断增加的欲望和需求,世界气候和环境面临着越来越严峻的考验。传统能源储藏量有限,燃烧后排放二氧化碳引起的温室效应同时,主要以化石能源为代表的传统能源的大量消费所引发的能源危机,正在不断地破坏着自然环境以及人类未来生存和发展。面对挑战,世界各国都已开始关注气候、环境和能源问题,致力于通过发展无污染、可再生的清洁能源解决迫在眉睫的能源危机。在当前局面下,我国在“十二五”规划中明确提出,大力发展兴能源产业,把光伏及风电列为战略性新兴产业发展的重要方面。虽然我国发展起步较晚,但经过近十年的发展,我国光伏产业已经取得了一系列突破性进展,并逐渐成为世界光伏产量最大的国家。这些厂商的产品不仅价格低廉,在技术含量、产品质量、品牌影响和全球化发展各个方面都处于世界先进水平。因此,我国光伏产业的崛起严重威胁了美国光伏产业的发展,使得美国政府不得不在我国政府自觉遵守节能减排承诺以及发展绿色经济之际,依然对我国采取所谓“贸易保护主义”的新一轮制裁。这意味着美国政府对我国的贸易制裁已经从过去的劳动密集型行业蔓延到具有高新技术科技、绿色环保的新能源行业。在我国太阳能产业遭遇美国政府反倾销、反补贴制裁之时,本文以中美太阳能晶体硅电池(板)反倾销反补贴案为例进行分析,通过分析回顾中美太阳能晶体硅电池(板)反倾销、反补贴案例,从而试图发现美国政府针对我国新能源行业进行“双反”的真正原因。通过对近几年世界光伏产业和美国光伏产业的发展现状和相关市场数据的分析,发现此次中美太阳能晶体硅电池(板)双反案中存在的分歧点。进一步,运用关税模型为框架,分析有关资料和数据,研究中美太阳能晶体硅电池(板)“双反”案例对于两国经济的影响,尤其是对美国光伏产业和经济的影响。通过对分歧和影响的分析,找出美国对中国输美太阳能晶体硅电池(板)实施“双反”调查和制裁的原因。最后,提出我国光伏企业应对措施建议,为下一步应对欧盟与我国光伏贸易争端提供借鉴。
[Abstract]:With the continuous development of world industry and economy, the rapid growth of population and the increasing desire and demand of human beings, the world climate and environment are facing more and more severe test. The rise of photovoltaic industry in China has seriously threatened the development of photovoltaic industry in the United States, making the United States government have to abide by the commitment of energy conservation and emission reduction and the development of green economy. When the solar energy industry of our country is confronted with the antidumping and countervailing sanctions of the United States government, this paper analyzes the antidumping and countervailing case of the solar crystal silicon cell (panel) in China and the United States.
