【摘要】:石化工业是国民经济重要的支柱产业和基础产业,对促进相关产业升级,拉动经济增长具有十分重要的作用。“十二五”是我国国民经济发展的重要战略机遇期,也是石化工业发展转型升级的关键时期。2012年,我国石化工业经济运行基本保持平稳,但是受产能过剩、财务成本高企、出口不顺等因素影响,全行业整体效益呈现下滑。面临如此严峻的形势,如何提升自身的竞争力并在激烈的竞争中长远持续的发展,成为每个石化企业迫切需要解决的问题。本文以福建石油化工集团公司(以下简称福建石化集团)为对象,研究福建石化集团如何在复杂多变的内外部环境下,实现可持续发展的战略规划。在分析了政治、经济、社会、技术等外部发展环境的基础上,结合所在行业背景,深入挖掘出集团所面临的机会与威胁、优势和劣势,通过SWOT分析确定集团整体发展战略为混合型战略;波士顿矩阵分析确定了公司层战略为多元化战略;在业务层战略上,明确了明星产品采用成本集中化战略,金牛产品采用差异集中化战略,问题产品采用成本领先战略,瘦狗产品采用差异化战略或放弃战略。战略制定后,福建石化集团从管控体系建设、项目建设发展、共谋合作发展、改善产品结构、加大研发力度、规范安全管理和完善内部审计等方面来进行战略的实施,力求发展战略的具体方案和内容真正落实到企业层面。为保证战略实施的顺利进行,本文剖析了战略实施过程中可能出现的风险,并从组织结构、人力资源、激励机制、信息化系统、融资渠道、法制建设及企业文化等方面提出相应的保障措施。
[Abstract]:Petrochemical industry is an important pillar industry and basic industry of the national economy, which promotes the upgrading of related industries. The twelfth five-year plan is an important strategic opportunity period for the development of our national economy and a key period for the development and upgrading of petrochemical industry. 2012. The economic operation of China's petrochemical industry is basically stable, but affected by overcapacity, high financial costs and poor exports, the overall efficiency of the whole industry is declining, and facing such a grim situation. How to improve their competitiveness and in the fierce competition in the long-term sustainable development. This paper takes Fujian Petrochemical Group Company (hereinafter referred to as Fujian Petrochemical Group) as the object to study how Fujian Petrochemical Group Group is in the complex internal and external environment. On the basis of analyzing the external development environment such as politics, economy, society, technology and so on, combined with the background of the industry, we dig out the opportunities and threats that the group is facing. Advantages and disadvantages, through SWOT analysis to determine the group's overall development strategy as a hybrid strategy; Boston matrix analysis determines that corporate strategy is diversification strategy; In terms of business level strategy, it is clear that star products adopt cost centralization strategy, Taurus products adopt differential centralization strategy, and problem products adopt cost leading strategy. Thin dog products adopt differentiation strategy or abandon strategy. After the strategy is formulated, Fujian Petrochemical Group from the management and control system construction, project construction development, co-development, improve product structure, increase R & D efforts. Standardize the safety management and improve the internal audit to carry out the implementation of the strategy, and strive to develop the specific plan and content of the strategy to truly implement to the enterprise level, in order to ensure the smooth implementation of the strategy. This paper analyzes the possible risks in the process of implementing the strategy, and puts forward the corresponding safeguard measures from the aspects of organizational structure, human resources, incentive mechanism, information system, financing channel, legal system construction and corporate culture.
