【摘要】：进入20世纪以来，石油已经成为关系到国民经济命脉和国家经济安全的重要战略物资，是国家经济建设中不可缺少的重要支柱。然而，石油是一种不可再生资源，新疆油田作为资源型企业，其自身的发展对资源的依赖性很强，随着石油资源的日渐枯竭和开发难度的不断加大，新疆油田面临着如何通过产业转型实现可持续发展的严峻挑战。因此，新疆油田应该在资源枯竭前寻求新的退出途径，进行产业转型，而转型的实质就是如何实施产业结构调整和优化问题，即重点是接替产业的培育和发展，中心内容是接替产业的选择问题，这也是本文研究的主要问题。首先，本文从原油产量变化率和对新疆油田的SWOT分析两方面论证了新疆油田发展接替产业的必要性，得出以下结论：成熟期是新疆油田转型的最佳时期，在此期间，应大力发展接续和替代产业，，即在加大生产的同时，积极延长资源型产业链，并发展新兴替代产业。其次，对新疆油田接续产业的发展进行了选择与规划：一是大力发展页岩气、煤层气和油砂，并注重相关技术的研发；二是在加大自身勘探开发力度的同时，利用已有资源不断发展中下游加工产业，进行产品深加工和石油装备制造。同时，利用因子分析法确定了可能的替代产业：大力发展化学原料及化学制品制造业以及橡胶塑料制品业；与此同时，应适时发展电力、热力的生产和供应业、纺织服装、鞋、帽制造业、食品制造业、非金属矿物制品业等产业，以发展多元化产业支撑体系；最后，分别从国家层面、自治区政府层面和新疆油田自身层面提出促进新疆油田发展接替产业的保障措施。
[Abstract]:Since 20th century, oil has become an important strategic material related to the lifeblood of the national economy and national economic security, and an indispensable pillar in the national economic construction. Oil is a kind of non-renewable resources. As a resource-based enterprise, Xinjiang oil field is dependent on resources for its own development. With the gradual depletion of petroleum resources and the increasing difficulty of development. Xinjiang Oilfield is facing the severe challenge of how to realize sustainable development through industrial transformation. Therefore, Xinjiang Oilfield should seek a new exit way before the depletion of resources to carry out industrial transformation. The essence of the transformation is how to carry out the adjustment and optimization of the industrial structure, that is, the emphasis is on the cultivation and development of the replacement industry, and the central content is the choice of the replacement industry, which is also the main problem studied in this paper. First of all, this paper demonstrates the necessity of developing replacement industry in Xinjiang oilfield from two aspects: the rate of change of crude oil production and the SWOT analysis of Xinjiang oilfield. The following conclusions are drawn: maturity is the best period of oil field transformation in Xinjiang, during this period, we should vigorously develop successive and alternative industries, that is, while increasing production, actively extend the resource-based industrial chain. And the development of new alternative industries. Secondly, the development of Xinjiang oil field succession industry is selected and planned: first, develop shale gas, coal bed methane and oil sand, and pay attention to the research and development of related technology; Second, while increasing the intensity of exploration and development, we should make use of the existing resources to develop the processing industry in the middle and lower reaches, and carry out the deep processing of products and the manufacture of petroleum equipment. At the same time, the possible alternative industries are identified by factor analysis: developing the chemical raw materials and chemical products manufacturing industry and the rubber and plastic products industry; At the same time, the production and supply of electricity and heat, textile, clothing, shoes, hat manufacturing, food manufacturing, non-metal mineral products and other industries should be developed in order to develop a diversified industrial support system. Finally, from the national level, the autonomous region government level and the Xinjiang oil field itself level, put forward the safeguard measures to promote Xinjiang oil field to develop the replacement industry.
