【摘要】:企业作为经济增长和经济发展的载体,扮演着推动社会经济发展的重要角色。据有关权威机构统计,全世界大多数企业的平均寿命仅为3年,少数企业可达8至10年,而能达到40年寿命的企业仅占不到百分之二。导致公司走向失败的因素很多,但忽视新技术、新产品的开发应用、技术创新管理水平停滞不前,最终逐步失去了企业的核心竞争力和行业竞争优势是一个主要的因素。在经济与科技迅猛发展的时代,技术创新是企业与社会发展的主要动力,是推动企业核心竞争力的提升及推动企业持续发展的动力源。 兰州兰石集团有限公司(简称兰石集团),始建于1953年,其前身是我国“一五”计划期间国家156个重点建设项目中的两项——兰州石油化工机械厂和兰州炼油化工设备厂合并而成,是我国建厂时间最早、规模最大、实力最强的集石油钻采、炼化、通用机械研发设计制造为一体的高端能源装备大型企业集团。是一个具有雄厚硬件基础,拥有广大市场份额,极具市场竞争力的大型国有企业。曾被誉为“中国石化机械摇篮和脊梁”,被中国机械工业联合会命名为“装备中国功勋企业”。但是,随着机械制造技术的不断发展,随着产业结构调整等市场环境的变化,兰石集团在激烈的行业竞争中渐显落后,市场占有率逐渐下降。究其原因,与企业的技术创新管理不足有很大的关系。 论文选择兰石集团技术创新管理问题进行研究。通过对兰石集团及几个下属子公司的技术创新管理状况进行了解、调查访谈,收集资料,运用标杆对比及优劣势分析等理论方法对该企业的技术创新管理现状进行诊断。通过诊断发现兰石集团存在着技术创新管理机制相对落后、技术创新人才引进培养的政策支持不足、缺乏良好的技术创新氛围等技术创新管理问题。针对诊断出的问题,提出建立完善的技术创新动力机制、建立科研经费的保障机制、建立完善知识产权保障机制等技术创新管理机制优化建议,以及强化技术创新人才引进与培养,建立激励机制,在企业文化中重视技术创新等优化建议。
[Abstract]:As the carrier of economic growth and economic development, enterprises play an important role in promoting social and economic development. According to the statistics of relevant authorities, the average life expectancy of most enterprises in the world is only three years. A few enterprises can reach 8 to 10 years, but less than 2% enterprises can reach 40 years of life. There are many factors that lead to the failure of the company, but ignore the development and application of new technology and new products. The technology innovation management level stagnates, finally gradually loses the enterprise's core competitive power and the profession competition superiority is a main factor, in the economy and the science and technology swift and violent development time. Technological innovation is the main driving force for the development of enterprises and society. It is also the power source to promote the core competitiveness of enterprises and promote the sustainable development of enterprises. Lanzhou Lanshi Group Co., Ltd. was founded in 1953. Its predecessor is two of the 156 key construction projects in China during the "first five year Plan" period-Lanzhou Petrochemical Machinery Plant and Lanzhou Refining and Chemical equipment Plant, which is the earliest time to build a plant in China. The largest and most powerful large-scale enterprise group of high-end energy equipment, which integrates oil drilling, refining, general machinery R & D, design and manufacture, is a large enterprise group with strong hardware base and vast market share. The large state-owned enterprises which are very competitive in the market have been praised as "cradle and backbone of Chinese petrochemical machinery" and named "equipment China Meritorious Enterprises" by the China Machinery Industry Federation. With the continuous development of machinery manufacturing technology and the changes of market environment such as industrial structure adjustment, Lanshi Group is gradually lagging behind in the fierce industry competition, and its market share is gradually declining. And the enterprise's technological innovation management deficiencies have a great relationship. Through the research on the management situation of technology innovation of Lanshi Group and several subsidiary companies, this paper investigates and interviews and collects information. Using the benchmarking comparison and advantages and disadvantages analysis of theoretical methods to diagnose the current situation of technological innovation management in this enterprise. Through the diagnosis, it is found that the management mechanism of technological innovation in Lanshi Group is relatively backward. The policy support for the introduction and training of technological innovation talents is insufficient, and the technological innovation management problems such as good technological innovation atmosphere are lacking. In view of the problems diagnosed, the paper puts forward the establishment of a perfect driving mechanism for technological innovation. To establish the scientific research funding security mechanism, to establish and perfect the intellectual property rights guarantee mechanism and other technological innovation management mechanism optimization suggestions, and to strengthen the introduction and training of technological innovation talents, to establish an incentive mechanism. Attach importance to technological innovation and other optimization suggestions in corporate culture.
