全球价值链分工模式下的我国汽车产业升级研究

【摘要】:全球价值链分工这种分工方式不仅为发达国家带了更多的利益,而且为发展中国家介入新兴产业、全方位参与国际分工、充分发挥其劳动力资源的比较优势提供了新的机会和条件。经过几十年的发展,我国汽车产业不仅整体发展水平远远落后于美国、欧洲、日本甚至韩国,而且新能源汽车发展也刚刚起步。因此,在全球价值链分工模式和能源问题日益严重的情况下,如何确定我国汽车产业发展的思路和措施,实现我国汽车产业结构的优化升级是亟需研究的问题。 本文首先对全球价值链分工模式下汽车产业升级的国内外研究现状进行了梳理与总结。在此基础上,第二章详细分析了全球价值链分工模式下的产业升级理论基础,将动力、自主创新、对外关联和政府行为归纳为全球价值链分工模式下的产业升级的基本要素,其中动力是产业升级的源泉,包含需求拉动和供给推动两种模式;自主创新是产业升级的根本原因;对外关联揭示了产业升级的内部关系和基本路径;政府行为弥补了自由市场存在的不足和缺陷,保障了上述因素能够高效率地促进产业升级。为了更深入地了解全球价值链分工模式下的全球汽车产业分工的背景,第三章阐述了汽车业全球价值链的分工模式(包括传统模式和新模式)并总结了新模式下的全球汽车业价值链分工的特点。在前三章研究的基础上,第四章对我国汽车产业进行了较系统的分析:在动力上,设计了市场压力度的指标,并结合我国汽车产销基本情况分析了动力模式与汽车业产业升级的关系;在自主创新上,详细介绍了我国汽车企业RD投入和自主研发成果情况,构建了生产函数模型,对技术贡献率进行了定量分析;在对外关联上,通过建立博弈模型和生产效用模型分析了全球价值链分工内部关系和我国汽车产业加入全球价值链的路径选择问题;在政府行为上,把焦点放在汽车产业政策上,指明了近几十年汽车产业政策效果不佳的主要原因,并剖析了当前国际分工形势下,政府行为与汽车业产业升级的内部机制。最后,第五章提出了全球价值链分工模式下的我国汽车业产业升级的思路与对策,并对全球价值链分工模式下的新能源汽车升级进行了展望。坚持目标性介入、阶段性提升和自主性发展在时间上连续,空间上并存的基本思路;加强汽车产品与服务的质量监督、提高自主创新能力、加强与外商合作的层次和水平以及加快汽车产业政策的转型是具体的着力点。
[Abstract]:The global value chain division of labor not only brings more benefits to developed countries, but also involves developing countries in emerging industries and participating in international division of labor in all directions. Giving full play to its comparative advantage of labor resources provides new opportunities and conditions. After decades of development, China's auto industry not only lags far behind the overall development level of the United States, Europe, Japan and even South Korea. And the development of new energy vehicles has just started. Therefore, in the global value chain model and energy problems are becoming more and more serious, how to determine the train of thought and measures for the development of China's automobile industry. It is an urgent problem to realize the optimization and upgrading of China's automobile industry structure. This paper first of all carding and summarizing the domestic and foreign research status of automobile industry upgrading under the model of global value chain division of labor. On this basis. The second chapter analyzes the theoretical basis of industrial upgrading in the mode of division of labor in global value chain, and concludes the motive force, independent innovation, external connection and government behavior into the basic elements of industrial upgrading under the mode of division of labor in global value chain. Power is the source of industrial upgrading, including demand-driven and supply-driven models; Independent innovation is the fundamental cause of industrial upgrading; External relations reveal the internal relationship and basic path of industrial upgrading; Government actions make up for the shortcomings and shortcomings of the free market. In order to understand more deeply the background of global automobile industry division of labor under the global value chain division mode, the above factors can promote the industrial upgrading efficiently. The third chapter describes the division of labor model of automotive global value chain (including the traditional model and the new model) and summarizes the characteristics of the global automotive industry value chain division of labor under the new model. Chapter 4th has carried on the more systematic analysis to our country automobile industry: in the power, has designed the market pressure strength index, and has analyzed the relation between the power mode and the automobile industry upgrading according to the basic situation of the automobile production and marketing in our country; In terms of independent innovation, this paper introduces the R D investment and R & D achievements of Chinese automobile enterprises in detail, constructs a production function model, and makes a quantitative analysis of the technical contribution rate. In terms of external relations, the paper analyzes the internal relationship between the division of labor in global value chain and the path choice of China's automobile industry joining the global value chain by establishing game model and production utility model. In the government behavior, the focus is on the automobile industry policy, which points out the main reasons for the poor effect of the automobile industry policy in recent decades, and analyzes the current situation of international division of labor. Finally, the 5th chapter puts forward the ideas and countermeasures of China's auto industry upgrading under the model of global value chain division of labor. It also looks forward to the upgrading of new energy vehicles under the mode of global value chain division of labor. Strengthening the quality supervision of automobile products and services, improving the ability of independent innovation, strengthening the level and level of cooperation with foreign investors and speeding up the transformation of automobile industry policy are the concrete focus.
