【摘要】：油气勘探项目的投资风险和金额都很高，是一项高风险、高收益的经济活动，如果项目能够顺利进行并取得成功，将可以带来十分丰厚的投资回报；但是如果失败，也会给公司带来极大的损失。随着我国石油企业不断对国际经济活动深入参与，国内油气开发企业为了提高国际竞争力，需要加强对项目的经济效益的管理，以提高油气勘探项目的经济利润，进而增强企业核心竞争力。因此，对于油气开发项目，特别是海外油气开发项目来说，需要加强石油开发项目的综合评价分析，这就需要对其方案进行科学的评价，以使企业的项目决策更加合理、科学，进而提高企业的项目盈利能力。首先简要论述了油气开发项目的相关概念，对境外IV号油气开发项目的初步方案进行了研究和分析，并根据对初步方案的研究和分析结果，结合经济评价理论和风险评价理论，对境外IV号油气开发项目进行了经济性评价和风险性分析。其次，根据综合评价理论，，结合初步方案、经济性评价和风险性分析结果，建立境外IV号油气开发项目综合评价指标体系。最后，根据境外IV号油气开发项目指标的实际特点，选择了改进的层次分析法和模糊综合评价方法，境外IV号油气开发项目进行了论证。通过评价结果，对该项目的经济性和合理性进行分析，认为该项目具有经济可行性，并且通过论证过程，证明了综合评价指标体系的科学性和适用性。
[Abstract]:The investment risk and amount of oil and gas exploration project are very high, which is a high risk and high income economic activity. If the project can be carried out smoothly and successfully, it will bring very rich investment return. However, if we fail, it will also bring great losses to the company. With our petroleum enterprises continue to participate in international economic activities, domestic oil and gas development enterprises in order to improve the international competitiveness. It is necessary to strengthen the management of economic benefits of oil and gas exploration projects in order to increase the economic profits of oil and gas exploration projects, and then enhance the core competitiveness of enterprises. Therefore, for oil and gas development projects, especially overseas oil and gas development projects. It is necessary to strengthen the comprehensive evaluation and analysis of petroleum development projects, which requires a scientific evaluation of its schemes so as to make the project decisions more reasonable and scientific, and then to improve the profitability of the projects of the enterprises. Through the evaluation results, the economy and rationality of the project are analyzed. It is considered that the project is economically feasible, and the scientific nature and applicability of the comprehensive evaluation index system are proved through the demonstration process.
