中国电力行业环境规制的绩效分析

【摘要】：电力行业作为重要能源部门,支撑着整个国民经济的发展，是社会经济发展的源动力。改革开放以来，中国电力行业获得极大的发展和成就，但由于受限于中国的能源结构，以煤炭为主要发电能源的电力行业在取得经济发展的同时排放出大量的CO2、SO2、COD、NOx等环境污染物，极大破坏了人类赖以生存的环境。因此为实现资源与环境协调可持续发展，政府必须对电力行业进行环境规制，保证电力行业部门的经济与环境协调发展。从上世纪90年代来，政府就开始针对电力行业的环境规制制定一系列政策及法例，致力于减少电力行业的环境污染物。尽管近几年来电力行业的SO2的排放量有所下降，但其排放总量占全国SO2总排放量的50%左右，在2012年国务院出台的“十二五”节能减排规划中电力行业依然是SO2及NOx减排的主要行业。本论文主要是从规制经济学的角度来研究近8年来中国电力行业的环境规制效果，运用SE-DEA模型分析近几年中国电力行业的环境规制绩效，并根据分析结果找出这种绩效相对变化趋势的深层次原因，并找出完善的中国电力行业环境规制的对策。本文绪论部分首先阐述了选题背景和研究意义，接着介绍了本文的主要内容及研究方法，最后指出了本文的创新不足之处。其正文的主要逻辑顺序为：第一章，介绍有关电力行业环境规制的国内外研究综述；第二章，分析中国电力行业环境规制的现状；第三章，，基于SE-DEA模型测量中国电力行业环境规制绩效，并通过简单的环境统计数据计算对中国与美国电力行业的环境规制绩效进行比较分析；第四章，探寻中国电力行业环境规制绩效下降的深层次原因；第五章，针对第四章找出的国内原因提出完善中国电力行业环境规制的政策建议。
[Abstract]:The electric power industry, as an important energy sector, supports the development of the whole national economy and is the source of the social and economic development. Since the reform and opening up, the electric power industry of China has made great progress and achievements, but because of the limitation of China's energy structure, The electric power industry, which uses coal as the main energy for generating electricity, produces a large amount of environmental pollutants, such as CO2CO2SO2CODNOx, while obtaining economic development, which greatly destroys the environment on which human beings depend for survival. Therefore, in order to realize the coordinated and sustainable development of resources and environment, The government must regulate the environment of electric power industry to ensure the coordinated development of economy and environment. Since -10s, the government has been working on a series of policies and legislation aimed at reducing environmental pollutants in the power industry, although SO2 emissions from the power sector have declined in recent years. However, the total amount of its emissions accounts for about 50% of the total SO2 emissions in the country. Power industry is still the main industry of SO2 and NOx emission reduction in the 12th Five-Year Plan issued by the State Council in 2012. This paper mainly studies the environmental regulation effect of China's electric power industry in the last eight years from the perspective of regulation economics. SE-DEA model is used to analyze the environmental regulation performance of China's electric power industry in recent years. Based on the results of the analysis, the author finds out the deep-seated reasons of the relative change trend of the performance, and finds out the countermeasures of perfect environmental regulation in China's electric power industry. In the introduction part of this paper, the background and significance of the research are introduced first, then the main contents and research methods of this paper are introduced. Finally, the inadequacies of this paper are pointed out. The main logical order of the text is as follows: chapter 1, This paper introduces the domestic and foreign research on environmental regulation of electric power industry; the second chapter analyzes the current situation of environmental regulation in power industry of China; the third chapter measures the performance of environmental regulation of power industry in China based on SE-DEA model. And through simple environmental statistics to compare the performance of environmental regulation between China and the United States of America; chapter 4th, to explore the deep-seated reasons for the decline of environmental regulation performance of China's electric power industry; chapter 5th, In view of the domestic reasons found out in Chapter 4th, some suggestions are put forward to perfect the environmental regulation of China's electric power industry.
