太原市工业结构调整与大气环境质量变化关系之研究

【摘要】:太原市是全国大气污染防治的重点城市,大气污染防治的任务十分艰巨。当前应以控制大气污染物排放总量为目标,以产业结构和工业布局的调整为切入点,以清洁生产和循环经济为主线,以重点排污企业治理、燃料结构调整、机动车污染控制和扬尘控制为主要手段,大幅度削减污染物排放总量,以提升大气环境对污染物的承载能力,确保太原市空气质量持续改善。 本文选择从产业结构调整的角度以定性与定量相结合的方法研究其与大气环境质量变化的关系。产业结构调整在促进经济增长的同时,也会对大气环境质量产生较大影响。本文根据结构效应、规模效应和技术效应建立模型,利用太原市2002-2011年12个工业行业的相关面板数据进行了实证分析。首先,本文分析了工业产业结构与大气环境质量之间相互影响、协调发展的关系;然后,,介绍了太原市的工业结构现状和大气环境污染的特征,太原市的工业产业结构具有典型的资源型和粗放型特征,以能源原材料工业为主,高度依赖煤炭。经济支柱产业有色金属冶炼及压延加工业、煤炭采选业、黑色金属冶炼及压延加工业、石油加工及炼焦业、黑色金属矿采选业以及电力工业等。本文选取太原市人均工业二氧化硫、人均工业氮氧化物和人均工业烟尘作为对大气环境质量的量度。其次,建立评价模型并进行计算,结果表明,工业结构效应和规模效应对于工业二氧化硫、氮氧化物、工业烟尘的影响较为显著,政府环境政策强度对大气污染物的排放也起到了一定的作用,而技术进步在改善大气环境上的作用相对较弱。太原市应重点治理煤炭开采和洗选业、黑色金属冶炼和压延加工业、石油加工和炼焦业等污染物排放较高的行业,并进一步加强技术创新。
[Abstract]:Taiyuan is a key city for the prevention and control of air pollution in China, and the task of preventing and controlling air pollution is very arduous. At present, the aim should be to control the total amount of atmospheric pollutants, and the adjustment of industrial structure and industrial layout should be taken as the starting point. With cleaner production and circular economy as the main line, the total amount of pollutant emissions will be greatly reduced by the main means of key sewage enterprises management, fuel structure adjustment, motor vehicle pollution control and dust control. In order to enhance the bearing capacity of atmospheric environment to pollutants, to ensure the continuous improvement of air quality in Taiyuan. In this paper, the relationship between industrial structure adjustment and the change of atmospheric environmental quality is studied by combining qualitative and quantitative methods. Industrial structure adjustment promotes economic growth at the same time. Based on the structural effect, scale effect and technical effect, this paper builds a model and makes an empirical analysis based on the panel data of 12 industrial industries in Taiyuan from 2002 to 2011. This paper analyzes the relationship between the industrial structure and the quality of the atmospheric environment, and introduces the present situation of the industrial structure and the characteristics of the air pollution in Taiyuan. The industrial structure of Taiyuan is characterized by typical resource type and extensive type. It is mainly energy and raw material industry, highly dependent on coal, non-ferrous metal smelting and calender processing industry as economic pillar industry, coal mining and separation industry. Ferrous metal smelting and calender processing industry, petroleum processing and coking industry, ferrous metal mining and separation industry and electric power industry, etc. Industrial nitrogen oxides per capita and industrial fumes per capita are used as a measure of atmospheric environmental quality. Secondly, an evaluation model is established and calculated. The results show that industrial structure effects and scale effects on industrial sulphur dioxide, nitrogen oxides, The influence of industrial smoke and dust is obvious, and the intensity of government environmental policy also plays a certain role in the emission of atmospheric pollutants, while the technical progress has relatively weak effect on improving the atmospheric environment. Taiyuan should focus on coal mining and washing industry. Ferrous metal smelting and calender processing industry, petroleum processing and coking industry and other industries with high pollutant emissions, and further strengthen technological innovation.
