基于集约化管理的电网企业物资招标综合评价研究

【摘要】：随着资源匮乏稀缺性日益突显和资源消耗量的增加，人类社会的发展愈加重视如何有效的利用资源，企业作为社会经济发展的主体也将更多的精力投入到提高资源的利用效率上来，因此集约化管理已成为现代企业集团提高效率与效益的基本取向。根据国家电网公司提出的“一强三优”和“实施集约化管理建设”的指导思想，以及全面落实“四化”工作要求，即突出实践国家电网公司行业特色，把集团化运作、集约化发展、精益化管理、标准化建设的“四化”工作要求，实现技术标准全业务覆盖、管理标准全流程覆盖，本文从集约化管理的角度研究物资招标方法，对电网企业物资招标管理进行综合评价，对电网企业有效提高物资采购集约化管理水平和质量具有重要的研究价值和实践意义。首先，在对国内外关于集约化管理、物资招标管理研究文献以及目前电力企业物资管理实践问题综述分析的基础上，凝练提出本文研究的主题以及采用的研究方法。然后，，在对国家电网公司物资招标管理现状分析的基础上，根据综合评价指标体系构建的原则，构建了基于集约化管理的电网企业物资招标综合评价指标体系。指标体系包括招标管理基础工作建设、招标采购平台建设、评标专家管理以及供应商评价管理四大方面11个详细二级指标。接下来，采用三角模糊数确定指标体系权重方法以及基于梯形模糊数综合评价法相结合，构造了基于梯形模糊数的电网物资集约化招标管理综合评价模型，用以集约化管理要求下的物资招标管理综合评价，并通过算例验证了该方法的可行性。最后，在对电网企业集约化物资招标管理综合评价研究的基础上，提出了有利于提高电网企业物资集约化招标管理效率的招标管理策略。概括起来就是通过实现国家电网公司物资的集约化管理、最优化配置、现代化手段以及最大化效益等，为加快坚强智能电网的建设、实现“一强三优”的现代电网公司战略目标提供坚强的物资方面的保障。
[Abstract]:With the increasing scarcity of resources and the increase of resource consumption, the development of human society pays more and more attention to the effective use of resources. As the main body of social and economic development, enterprises will also devote more energy to improving the utilization efficiency of resources. Therefore, intensive management has become the basic orientation of improving efficiency and benefit of modern enterprise groups. According to the guiding ideology of "one strong and three excellent" and "implementing intensive Management Construction" put forward by State Grid Company, And to fully implement the "four modernizations" work requirements, that is, to highlight the industry characteristics of the State Grid Company, to implement the "four modernizations" work requirements of collectivized operation, intensive development, lean management, and standardization construction, so as to realize the full service coverage of the technical standards, The management standard covers the whole process. This paper studies the material bidding method from the angle of intensive management, and makes a comprehensive evaluation on the material bidding management of power grid enterprises. It has important research value and practical significance for grid enterprises to effectively improve the management level and quality of material procurement. First of all, on the basis of summarizing and analyzing the domestic and foreign literature on intensive management, material bidding management and the current material management practice of electric power enterprises, the theme of this paper and the research methods adopted are put forward briefly. Based on the analysis of the current situation of the material bidding management of the State Grid Company, according to the principles of the comprehensive evaluation index system, A comprehensive evaluation index system of material bidding for power grid enterprises based on intensive management is constructed. The index system includes the construction of the basic work of bidding management, the construction of bidding and purchasing platform. The evaluation expert management and supplier evaluation management four aspects of 11 detailed secondary indicators. Next, the use of triangular fuzzy number to determine the index system weight method and based on trapezoid fuzzy number comprehensive evaluation method combined, Based on trapezoidal fuzzy number, a comprehensive evaluation model of intensive bidding management of power grid materials is constructed, which is used for the comprehensive evaluation of material bidding management under the requirement of intensive management, and the feasibility of the method is verified by an example. On the basis of the research on the comprehensive evaluation of the bidding management of intensive materials in power grid enterprises, This paper puts forward the bidding management strategy which is conducive to improving the efficiency of the material intensive bidding management of the power grid enterprises, which can be summed up by realizing the intensive management of the materials and materials of the State Grid Company, optimizing the allocation, modernizing the means and maximizing the benefits, etc. In order to speed up the construction of strong smart grid and realize the strategic goal of "one strong and three excellent" modern power grid company provides strong material guarantee.
