基于StoNED方法的中韩日造船业效率比较研究

【摘要】:经济危机对中国造船业影响巨大,2011、2012年中国造船业新接订单量持续下降,小型船厂甚至一些大、中型船厂面临着无船可造的局面。但同时,中国造船业面临着产能过剩,效率低下等问题。中国造船业必须借鉴韩国、日本造船业发展经验,从只注重规模转向规模和效率协调发展,提升造船竞争力。 (1)分析了造船业区别于一般装备制造业的特点,从世界造船业转移路径和竞争格局两方面出发,确定将具有统治地位的中韩日三国造船业作为比较研究对象。在此基础上,依据造船业转移的时间顺序从宏观和微观两个角度分别描述日本、韩国、中国造船业产业现状以及中韩日三国主要造船企业。对比日本、韩国造船业得到中国造船业的优势和劣势,为中韩日三国造船业效率的测算和对比提供基础。 (2)分析了常用的两种效率测算模型:DEA模型和SFA模型,对比他们的优势和劣势引出了StoNED模型。随机非参数数据包络分析法(StoNED)结合了其他测度效率方法优点,可以更好地综合评价造船企业效率。中、韩、日三国15家造船企业效率测度的结果表明:我国造船业效率虽低于韩、日造船业,但是中国造船业效率不断提升的趋势十分明显。 (3)在测算中韩日三国造船业效率的基础上,对影响中国造船业效率的因素进行了实证分析,由于造船业效率影响因素繁多而且复杂,因素之间也会相互影响,线性回归模型不能满足检验假设。基于此,,本文选用非线性模型BP神经网络对效率进行弹性分析。研究表明,企业规模和管理水平是影响中国造船业效率最大的两个因素。 (4)从宏观造船产业和微观造船企业两个角度出发,对中国造船业效率的提高提出了对策和建议:明确政府的职能,充分利用政策和法律法规的引导作用,改善造船企业的融资环境、积极开展兼并重组战略、帮助企业转变增长方式、努力建设船舶产业研究机构,协调发展规模和效率、强化科技研发和高技术人才培养能力、提高造船企业市场预测能力以及建立完善信息化管理等措施提高造船业效率。
[Abstract]:The economic crisis had a huge impact on China's shipbuilding industry in 2011. In 2012, the number of new orders received by the Chinese shipbuilding industry continued to decline, with some small shipyards and even some large and medium-sized shipyards facing a situation where there was no ship to build. But at the same time, China's shipbuilding industry was facing overcapacity. China's shipbuilding industry must draw lessons from the experience of Korea and Japan's shipbuilding industry and change from only paying attention to the scale to the coordinated development of scale and efficiency in order to enhance the competitiveness of shipbuilding. This paper analyzes the characteristics of shipbuilding industry which is different from the general equipment manufacturing industry, and from the two aspects of the world shipbuilding industry transfer path and competition pattern, determines that the dominant shipbuilding industry of China, Korea, Japan and Japan will be regarded as the comparative research object. According to the time sequence of shipbuilding industry transfer, the present situation of Japanese, Korean, Chinese shipbuilding industry and the major shipbuilding enterprises of China, Korea and Japan are described from macro and micro perspectives respectively. Korean shipbuilding industry obtains the advantages and disadvantages of Chinese shipbuilding industry, which provides the basis for measuring and comparing the efficiency of shipbuilding industry of China, Korea and Japan. (2) this paper analyzes two commonly used efficiency measurement models: SFA model and SFA model. Comparing their advantages and disadvantages, the StoNED model is derived. Stochastic nonparametric data envelopment analysis (StoNED) combines the advantages of other measurement efficiency methods. The results of efficiency measurement of 15 shipbuilding enterprises in China, Korea and Japan show that the efficiency of Chinese shipbuilding industry is lower than that of Korea and Japan shipbuilding industry, but the trend of Chinese shipbuilding industry is very obvious. On the basis of measuring the efficiency of shipbuilding industry of China, Korea, Japan and Japan, the paper makes an empirical analysis on the factors that affect the efficiency of shipbuilding industry in China. Because the factors affecting the efficiency of shipbuilding industry are numerous and complex, the factors will also influence each other. The linear regression model can not satisfy the test hypothesis. In this paper, the nonlinear model BP neural network is used to analyze the elasticity of efficiency. The research shows that the scale of enterprises and the level of management are the two most important factors affecting the efficiency of Chinese shipbuilding industry. 4) from two angles of macroscopic shipbuilding industry and micro shipbuilding enterprise, this paper puts forward some countermeasures and suggestions for improving the efficiency of Chinese shipbuilding industry: clarifying the function of government, making full use of the guiding role of policies, laws and regulations. To improve the financing environment of shipbuilding enterprises, actively carry out the strategy of merger and reorganization, help enterprises to change their growth mode, strive to build research institutions in the shipbuilding industry, coordinate the scale and efficiency of development, and strengthen the ability of scientific and technological research and development and the training of hi-tech talents, Improve the shipbuilding enterprise market forecast ability and establish perfect information management and other measures to improve the efficiency of shipbuilding industry.
