全球背景下的广西糖业发展现状及对策

【摘要】：广西是中国最大的甘蔗生产基地和食糖生产中心,甘蔗种植面积和食糖产量均超过全国的60%,广西糖业稳定发展对保障我国的食糖持续稳定供应有着举足轻重的作用。为此充分认识广西糖业产业的发展现状以及存在的问题,并提出合理的建议和对策,对确保其持续健康稳定的发展有着十分重要的意义。新中国成立60多年来,广西糖业依托优越的气候条件、丰富的土地资源,甘蔗种植产业化的发展,甘蔗种植规模进一步扩大,制糖产业进一步集中,循环经济效益初步显现,广西制糖行业从量和质两方面都有了很大的发展,取得了巨大的成就.,但是通过与世界其他产糖大国的对比我们发现,广西糖业发展还存在着很大的差距。本文则通过将巴西、印度、泰国、澳大利亚、美国和欧盟等世界主要产糖国糖业发展与广西糖业发展现状等进行对比,发现广西糖业发展主要还有以下几个方面的不足,如小农经济主导甘蔗种植,经营方式落后粗放；机械化程度低,生产成本高；甘蔗品种单一,单产下降；蔗区水利设施薄弱,抗旱能力差；科研能力弱,品种繁育滞后；制糖工业和设备落后,糖厂建设水平低；产业链短,产品单一等。这些问题严重制约了广西糖业的发展及国际竞争力提升,面对这些问题本文以农业经济理论为理论基础,通过对世界主要食糖生产国糖业发展的现状和趋势的分析,对比分析广西制糖行业的现状,从广西甘蔗种植和制糖企业面临的问题入手,建议采取大力推广机械化,降低制糖成本；加强育种科研能力建设,保障糖业安全；加强蔗区水利设施建设,增强蔗区抗旱能力；大力发展制糖工业,实现制糖业循环利用；争取国家糖料蔗种植直接补贴,提升竞争力；设立糖业发展基金,保障糖业稳定等六大措施,以供相关部门参考和借鉴。
[Abstract]:Guangxi is the largest sugarcane production base and sugar production center in China. Sugarcane planting area and sugar yield are more than 60% of the whole country. The steady development of sugar industry in Guangxi plays an important role in ensuring the sustainable and stable supply of sugar in China. It is very important to put forward reasonable suggestions and countermeasures to ensure its sustainable, healthy and stable development. Since the founding of New China more than 60 years ago, the sugar industry in Guangxi has relied on superior climatic conditions, abundant land resources, the development of sugarcane planting industrialization, the further expansion of sugarcane planting scale, the further concentration of sugar production industry, and the initial appearance of circular economic benefits. Guangxi sugar industry has developed greatly in both quantity and quality, and has made great achievements. However, by comparing with other sugar producing countries in the world, we find that there is still a big gap in the development of sugar industry in Guangxi. By comparing the development of sugar industry between India, Thailand, Australia, the United States and the European Union and the current situation of sugar industry development in Guangxi, it is found that there are still some shortcomings in the development of sugar industry in Guangxi, such as the small farm economy dominating sugarcane planting. The management mode is backward and extensive; the degree of mechanization is low and the production cost is high; the sugarcane variety is single and the yield per unit yield is decreasing; the water conservancy facilities in the sugarcane area are weak and the ability to resist drought is poor; the scientific research ability is weak and the variety breeding is lagging behind; the sugar industry and equipment are backward, The construction level of sugar factory is low, the industry chain is short, the product is single and so on. These problems have seriously restricted the development of Guangxi sugar industry and the promotion of international competitiveness. In the face of these problems, this paper takes the agricultural economic theory as the theoretical basis. Based on the analysis of the present situation and trend of sugar industry development in major sugar producing countries in the world, this paper compares and analyzes the present situation of sugar industry in Guangxi, starts with the problems faced by sugar cane planting and sugar making enterprises in Guangxi, and suggests to promote mechanization vigorously. To reduce the cost of sugar production, to strengthen the construction of breeding scientific research capacity to ensure the safety of sugar industry, to strengthen the construction of water conservancy facilities in sugarcane area, to strengthen the drought resistance ability of sugarcane area, to develop sugar industry and to realize the recycling utilization of sugar industry; We should strive for the direct subsidy of sugar cane planting in the country to enhance the competitiveness, and set up the sugar industry development fund to ensure the sugar industry stability, so as to provide reference and reference for the relevant departments.
