【摘要】：进入21世纪以来，稀土资源在国际政治、经济、军事活动中发挥着越来越重要的作用，稀土资源是国家的战略资源，发达国家纷纷建立了稀土资源储备体系。尽管我国一直以稀有资源大国的身份自居，但长期以来，稀土原材料开采领域缺乏有力监管，，稀土产业领域缺乏系统设计，稀土产品领域缺乏技术创新，造成中国在稀土贸易领域长期处于被动地位，资源外流，环境破坏，定价权旁落，我们其实已经进入资源枯竭的警戒状态和恶劣的国际贸易环境的漩涡之中。进行稀土资源国家收储是必然选择，是国家政治、经济安全的重要组成部分，是我国走可持续发展道路的保障。目前，对稀土资源国家收储的研究尚处于初步阶段，对收储过程中存在的问题以及如何解决这些问题必须进行更广泛深入的研究。本文正是在这样一个背景下，比较分析国内外稀土资源利用现状和产业发展现状，剖析我国稀土产业发展的优势和劣势，强调我国进行稀土收储的必要性，通过借鉴西方发达国家在稀土储备政策上的成功经验，结合我国稀土产业现状，并运用博弈的方法详细分析稀土收储面临的困难与竞争，最后构建稀土储备的具体运行模式，以此指导稀土收储工作有目的有步骤的进行。
[Abstract]:Since 21th century, rare earth resources have played an increasingly important role in international politics, economy and military activities. Rare earth resources are national strategic resources. Developed countries have established a reserve system for rare earth resources in succession. Although China has always regarded itself as a country with rare resources, for a long time, there has been a lack of effective supervision in the field of rare earth raw materials mining and a lack of systematic design in the field of rare earth industry. The lack of technological innovation in the field of rare earth products has resulted in China's long-term passive position in the field of rare earth trade, the outflow of resources, environmental damage, and the fall of pricing power. In fact, we have entered a state of alert of resource depletion and a whirlpool of bad international trade environment. It is an inevitable choice for a rare earth resource country to collect its reserves, and it is an important part of national political and economic security. It is the guarantee of sustainable development in our country. At present, the research on rare earth resources is still in the initial stage, and the problems existing in the process of collecting and storing and how to solve these problems must be studied more extensively and deeply. The present situation of rare earth resource utilization and industry development at home and abroad is compared and analyzed, the advantages and disadvantages of rare earth industry development in China are analyzed, and the necessity of rare earth collection and storage in China is emphasized. By drawing lessons from the successful experience of the western developed countries in the rare earth reserve policy, combining with the present situation of rare earth industry in China, and using the method of game theory to analyze the difficulties and competition of rare earth storage in detail, the paper finally constructs the concrete operation mode of rare earth reserve. In order to guide the rare earth collection and storage work purposefully and step by step.
