长沙南车公司绩效管理体系研究

【摘要】::随着世界经济一体化的快速发展和中国铁路改革力度的加强,铁路行业的内外部环境发生了巨大的变化,市场竞争压力不断的增大,材料和人工成本也在不断的上涨等等,迫使企业的管理必须面对新的挑战,企业的战略管理特别是绩效管理不得不强化。成立于2002年2月4日的长沙南车公司在企业建设与发展过程中,绩效管理存在不少问题,随着铁路电气设备行业的竞争日趋增大,公司引入了现代企业管理制度,公司的高层领导人意识到了绩效管理的重要性,决定开始逐步改进并实施绩效管理来提升企业的活力和竞争力,促进企业的进一步发展,从而提高企业的市场竞争地位。 本文首先对国内外企业绩效管理的现状进行了研究,再提出了绩效管理的研究思路与方法;然后系统地分析了长沙南车公司目前的绩效与人力资源管理现状,特别是企业绩效管理体系实施过程中所存在的问题,并分析与探索了产生这些问题可能的原因;再次通过对铁路行业及公司内外部经营环境以及公司人力资源管理的结构特征进行了分析,提出了长沙南车公司绩效管理体系研究的思路与原则,对公司与各部门进行了绩效评价方案的设计;并详细描述了公司绩效考核方法的选择,考核等级与标准的设计,考核流程的优化,考核结果的运用等;最后对公司新的绩效管理体系的实施与控制做了评价,并就新方案实施的具体措施提出了建议,最后对新方案实施的效果评估系统作出了设计。 本方案对长沙南车公司当前与未来的发展具有重要的指导和参考作用,同时也注意到了企业绩效管理是一个动态的过程,需要根据其所处的环境和自身人力资源状况的不断变化做出相应调整。
[Abstract]:With the rapid development of world economic integration and the strengthening of China's railway reform, the internal and external environment of the railway industry has undergone tremendous changes, the market competition pressure is constantly increasing, materials and labor costs are also rising, etc. The management of enterprises has to face new challenges, and the strategic management, especially the performance management, has to be strengthened. In the process of enterprise construction and development, there are many problems in the performance management, which was founded in February 4th 2002. With the increasing competition in the railway electrical equipment industry, the company introduced the modern enterprise management system, and the senior leaders of the company realized the importance of performance management. It is decided to improve and implement performance management step by step to enhance the vitality and competitiveness of enterprises, promote the further development of enterprises, and thus improve the market competitive position of enterprises. This paper firstly studies the present situation of enterprise performance management at home and abroad, then puts forward the research ideas and methods of performance management, and then systematically analyzes the present performance and human resource management situation of Changsha Southern Railway Company. Especially the problems existing in the implementation of enterprise performance management system, and the possible causes of these problems are analyzed and explored. Thirdly, by analyzing the internal and external operating environment of railway industry and company as well as the structural characteristics of human resource management, the paper puts forward the ideas and principles of the research on the performance management system of Changsha Southern Railway Company. The design of the performance evaluation scheme for the company and the departments is given, and the selection of the performance appraisal method, the design of the evaluation grades and standards, the optimization of the appraisal process, the application of the evaluation results are described in detail. Finally, the implementation and control of the new performance management system of the company are evaluated, and the specific measures for the implementation of the new scheme are proposed. Finally, the effect evaluation system for the implementation of the new scheme is designed. This project has important guidance and reference function for the current and future development of Changsha South car Company, and also notes that enterprise performance management is a dynamic process. It needs to be adjusted according to the environment and the changing human resources situation.
