【摘要】:随着经济全球化的不断推进,人才市场的蓬勃发展,如何不断提高人力资源管理水平,为强化市场竞争力打好坚实的基础,是我国国有企业改革过程中的一个十分重要的问题。在现代企业中,人力资本已经成为生产要素中最活跃、最特殊的因素,人力资本效率的发挥决定着企业的经营绩效。因此,如何提高员工积极性,使其发挥最大才能,成为人力资源工作的重中之重。 从上世纪80年代开始,学者们开始对人员素质测评系统进行系统理论的研究。所谓素质模型,研究的具体内容就是:评估人员的能力素质,看看人员已经具备的能力与特定工作所要求具备的能力之间存在着哪些差距,在此基础上采取针对性措施,为企业提供有特色的的人力资源管理体系(包括人力资源规划、人员的招聘和甄选、在岗员工的绩效考核、员工的薪酬激励制度以及员工职业生涯规划等)打下坚实的基础,为企业实现自己的经营目标提供切实的保障,而这种人力资源管理体系的核心就是素质模型。 本文是在充分调查NC烟草公司现有人力资源管理现状,发现NC烟草公司在人力资源建设方面已经取得了一定成效,但是,员工评价与晋升制度存在问题、员工工作积极性不高的基础上,通过系统的调研、访谈,对调研结果进行归纳和总结,得出操作层和执行层两类员工的素质特征,并以此为基础构建素质模型,以期能对该公司员工评价与晋升发展制度进行优化,使之更加客观和公平,从而充分调动员工的工作积极性,提高员工工作绩效和企业竞争力。 由于本论文在构建素质模型时不仅对每一类素质要素都下了具体定义,更是针对每一类素质要素都列举出与之相对应的典型行为事件,这样做便可以在最大程度上减小由于不同人员对于每一类素质要素的认知差异和不同评判标准对结果所造成的影响,因此在现实运用中更具有可操作性和客观性。

The efficiency of human capital determines the management performance of enterprises. How to improve the enthusiasm of employees, make them play the greatest talent, become the most important human resources work. Since -20s, scholars have been conducting systematic theoretical research on the personnel quality assessment system. The so-called quality model, the specific content of the study is to evaluate the ability of the personnel quality, Looking at the gaps between the competencies that people already have and those that a particular job requires, and building on this by taking targeted measures to provide a distinctive human resources management system (including human resources planning) for the enterprise, To lay a solid foundation for recruitment and selection of personnel, performance appraisal of on-the-job employees, compensation and incentive system for employees, and career planning for employees, and to provide practical protection for enterprises to achieve their business objectives. The core of this human resource management system is the quality model. This paper is to investigate the current situation of human resource management in NC Tobacco Company and find that NC Tobacco Company has made some achievements in human resource construction. However, there are some problems in employee evaluation and promotion system. On the basis of the lack of enthusiasm of the staff, through systematic investigation, interviews, the results of the investigation are summarized and summarized, and the quality characteristics of the two types of employees are obtained, and the quality model is constructed on the basis of this. It is expected that the system of employee evaluation and promotion can be optimized so as to make it more objective and fair so as to fully arouse the enthusiasm of employees and improve the performance of employees and the competitiveness of enterprises. In this paper, we not only define each kind of quality elements, but also enumerate the corresponding typical behavior events for each kind of quality elements. In this way, it can minimize the influence of different people's cognitive differences on each kind of quality factors and the different evaluation criteria to the result, so it is more operable and objective in practical application.
