中国企业投资蒙古国采矿业的问题与对策研究

【摘要】：随着经济的快速发展,中国对资源的需求日益增大,建立稳定的资源供给储备基地已势在必行。对境外的矿产资源进行必要投资,符合中国的长期发展战略,而中国北方邻国蒙古资源丰富,与中国恰好形成资源的结构性互补,利用中国同蒙古近邻的区位条件进入其资源开发市场,对中国近中期资源安全具有战略意义。近几年蒙古国政府一直把吸引外资作为促进经济发展的重要手段,制定了一系列相关法律和优惠政策,其投资环境较好。这为中蒙两国合作开发蒙古国矿产资源创造了有利的条件。蒙中合作开发蒙古国矿产资源是双方的需求,利益的共同性和需求的互补性所致,有长远的战略意义。本文以调查数据为依据,并在前面的研究综述的基础上对蒙古国矿产资源勘探、开发及中蒙矿产资源合作开发问题进行了初步研究。蒙中两国是永久的邻国,国家之间,人民之间,商人之间的贸易,投资,政治,文化交流等多方面的合作关系不断发展,已经达到了今天的水平。在所有自然资源中,矿产是人类赖以生存和发展的重要能源物质基础。因此每个国家为了合理利用和开发矿产资源及保护自然资源都制定了相应的法律法规。蒙古的矿产资源十分丰富并且是中国友邦近邻。蒙古目前来说已经成为中国矿山企业投资的重要目的国之一。为了引进外国资金和技术来促进国家的经济发展及保护国家的自然环境,蒙古政府再一次制定了相关的法律规定,来适应蒙中矿业合作开发的发展趋势。两国高层问互访不断,并相互表达出双方有更多投资合作的意愿。随着蒙古一系列世界级矿产即将开采,蒙古在中国能源,矿石进口中所占的地位也将不断上升。虽然两国投资合作取得了很大成果,发展势头良好,但仍然存在着一些问题。解决这些问题是对蒙中合作开发的共同需求,有长远的战略意义。
[Abstract]:With the rapid development of economy, China's demand for resources is increasing day by day. It is imperative to establish a stable resource supply and reserve base. It is in line with China's long-term development strategy to make necessary investment in overseas mineral resources. Mongolia, a neighbouring country in the north of China, is rich in resources and forms a structural complement with China. It takes advantage of the location conditions of China and Mongolia to enter its resource development market. It is of strategic significance to China's resource security in the near to medium term. In recent years, the Mongolian government has made a series of relevant laws and preferential policies to attract foreign capital as an important means to promote economic development. This creates favorable conditions for China and Mongolia to cooperate in the development of Mongolia's mineral resources. The cooperation between Mongolia and China in developing Mongolia's mineral resources is the result of the needs of both sides, the commonality of interests and the complementarity of needs. Based on the survey data and on the basis of the previous research summary, this paper makes a preliminary study on the exploration and exploitation of mineral resources in Mongolia and the cooperative exploitation of mineral resources between China and Mongolia. Mongolia and China are permanent neighbors, and trade, investment, political and cultural exchanges between the two countries, among their peoples, and among businessmen, are constantly developing and have reached their current level. Among all the natural resources, Mineral resources are the important material basis of energy for human survival and development. Therefore, each country has formulated corresponding laws and regulations for the rational utilization and development of mineral resources and the protection of natural resources. Mongolia has abundant mineral resources. Mongolia has become one of the important target countries for investment by Chinese mining enterprises. In order to introduce foreign capital and technology to promote the country's economic development and protect the country's natural environment, The Mongolian government has once again formulated relevant laws and regulations to adapt to the development trend of Mongolia-China mining cooperation and development. The two sides expressed their willingness to invest more and cooperate. With Mongolia's series of world-class minerals about to be mined, Mongolia's position in China's energy and ore imports will continue to rise. Although the investment cooperation between the two countries has achieved great results, The momentum of development is good, but there are still some problems. Solving these problems is the common need for Mongolian-Chinese cooperation and development, and has long-term strategic significance.
