蔚州发电厂中层干部考核及绩效管理体系研究

【摘要】:在企业的运营管理中,中层管理人员是企业效益的主要创造者和生产经营活动的具体组织者,是企业的核心和骨干成员,是企业运行的枢纽。绩效管理与人力资源计划相辅相成,建立科学、系统、有效的中层管理人员绩效考核体系,不仅能够充分调动他们的积极性,帮助公司有效达成使命,创造高绩效,为公司中层管理人员的奖惩、培训、晋升、薪酬提供依据,而且提高公司全员绩效水平,并成为公司成长发展的持续动力源泉。本文采用举例论证法、资料查阅法、调查研究法、定量与定性分析法、系统分析法以及理论与实践相结合的研究方法,分析蔚州发电厂中层干部考核的现状,并对绩效管理体系的完善进行论述。 本文首先介绍国内外绩效考核和绩效管理的理论研究现状,对绩效管理理论进行了梳理和总结分析。文章接下来,对蔚州发电厂中层干部考核现状进行了描述,并对该发电厂中层干部考核过程中存在的问题进行归纳和总结,此部分内容是本文的研究重点之一。接下来介绍蔚州发电厂绩效管理体系的完善,该部分是论文的第二个重点内容。主要介绍了绩效管理体系的构建、业务流程以及具体的实施过程。论文最终介绍蔚州发电厂绩效管理体系实施的结果及运用,明确绩效考核的定位,加强绩效的控制,健全绩效考核指标体系,完善绩效反馈和应用,使该发电厂中层干部考核及绩效管理成为一个较为完整的体系。本文通过对蔚州发电厂中层干部绩效考核现状进行研究和分析,对绩效管理体系进行评价和完善,提出改进建议。将中层干部考核及绩效管理体系的完善作为本文的研究重点,这不仅对企业建立中层干部绩效考核体系具有现实的应用前景,而且对其他大型国有企业加强绩效管理体系的建立也具有一定的借鉴意义。
[Abstract]:In the operation and management of enterprises, middle managers are the main creators of enterprise benefits, the specific organizers of production and management activities, and the core and backbone members of the enterprises. Performance management and human resource planning complement each other, and establish a scientific, systematic and effective performance appraisal system for middle managers, which can not only fully mobilize their enthusiasm, but also help the company to achieve its mission effectively. To create high performance, to provide the basis for rewards and punishment, training, promotion and compensation of middle managers, and to improve the performance level of the whole company, and to become the source of continuous power for the growth and development of the company. This paper analyzes the present situation of the middle-level cadre examination in Weizhou Power Plant and discusses the perfection of the performance management system by reference method, investigation method, quantitative and qualitative analysis method, system analysis method and the research method of combining theory with practice. This paper first introduces the domestic and foreign performance appraisal and performance management theory research situation, and summarizes and analyzes the performance management theory. Then, the paper describes the status quo of Weizhou power plant middle-level cadre appraisal. This part is one of the key points of this paper. Then it introduces the perfection of the performance management system of Weizhou Power Plant. This part is the second focus of the paper. It mainly introduces the construction of performance management system, business process and specific implementation process. Finally, the paper introduces the results and application of performance management system in Weizhou Power Plant. Make clear the position of performance appraisal, strengthen the control of performance, perfect the index system of performance appraisal, perfect the performance feedback and application, Through the research and analysis of the status quo of the performance appraisal of the middle-level cadres in Weizhou Power Plant, the performance management system is evaluated and perfected. This paper puts forward some suggestions for improvement. The research focus of this paper is to improve the performance management system of middle-level cadres, which not only has a realistic application prospect for the establishment of mid-level cadre performance appraisal system in enterprises, but also the improvement of the performance management system of middle-level cadres. Moreover, it has certain reference significance for other large-scale state-owned enterprises to strengthen the establishment of performance management system.
