新疆工业能源效率研究

【摘要】:本文分别在单要素和全要素能源效率框架下对新疆工业能源的消耗状况、能源消耗强度、能源强度变动的主要因素,以及能源利用效率和能源效率的影响因素进行了深入的分析。主要结论如下: 1、新疆工业能源消费占能源消费总量的比重较大,并且各细分行业能耗差异较大;新疆工业行业能源强度和行业的能源消费呈负相关,在我国五大能源大省中,近几年新疆工业能源强度处于中下游。但相对全国其他省份来说,工业能源强度还很高。 2、不管是工业部门还是三个工业行业,以及高能耗行业,能源强度的变化都是受效率因素变化带动的,即效率份额对总的强度变化起到主导作用,而对中等及低耗能行业的能源强度变化的因素分解发现,效率因素和结构因素没有哪一个是明显的主导因素。 3、制造业以及高耗能行业对新疆工业能源消耗强度变化中两大因素都起主要作用,即不管是结构效应还是效率效应,,都是由于制造业行业内的经济结构调整和能效提高或者降低所导致,由于高耗能行业内的经济结构调整和能效提高或者降低所导致。 4、在全要素框架下进行分析,发现新疆工业部门全要素能源效率排在全国第29位,处于全国能源低效区。同时,节能潜力从2005年开始都达到80%以上,工业部门能源浪费现象严重,另外在同一投入产出口径下发现两种分析框架下对省际能源效率的考察结果排名高度一致。 5、对新疆工业行业进行能源效率分析,发现在1994-2008年间,平均能效仅为0.363,同样存在能源投入冗余,运用Tobit模型对新疆工业行业全要素能源效率进行影响因素分析,发现企业规模对新疆工业全要素能源效率有显著性的正向影响,而煤炭消耗占比、外商直接投资水平对新疆工业全要素能源效率有显著性的负向的影响,而产权绩效、用电量占能源总消耗量比例对新疆工业全要素能源效率没有显著性的影响。
[Abstract]:In this paper, under the framework of single-factor and all-factor energy efficiency, the consumption of industrial energy in Xinjiang, the energy consumption intensity, the main factors of energy intensity change, The main conclusions are as follows:. 1. The industrial energy consumption in Xinjiang accounts for a large proportion of the total energy consumption, and the energy consumption varies greatly among the subdivision industries, and the energy intensity of the industrial industry in Xinjiang is negatively correlated with the energy consumption of the industry, which is found in the five major energy provinces in China. Industrial energy intensity in Xinjiang is in the middle and lower reaches in recent years, but industrial energy intensity is still very high compared with other provinces in the country. 2. In both industrial and three industries, as well as in high-energy industries, changes in energy intensity are driven by changes in efficiency factors, that is, efficiency shares play a leading role in overall intensity changes. However, the factor decomposition of energy intensity change in medium and low energy consuming industries shows that neither efficiency nor structure is the dominant factor. 3. The manufacturing industry and the high energy consumption industry play a major role in the change of industrial energy consumption intensity in Xinjiang, that is, whether it is the structural effect or the efficiency effect. It is caused by the adjustment of economic structure and the improvement or decrease of energy efficiency in manufacturing industry, and the improvement or decrease of economic structure adjustment and energy efficiency in high energy consuming industry. 4. By analyzing the whole factor framework, it is found that the total factor energy efficiency of Xinjiang industrial sector ranks 29th in the whole country and is in the energy inefficient area of the country. At the same time, the energy saving potential has reached more than 80% since 2005. The phenomenon of energy waste is serious in industrial sector. In addition, under the same input-output caliber, it is found that the results of the investigation on inter-provincial energy efficiency are highly consistent with each other under the same input-output analysis framework. 5. By analyzing the energy efficiency of Xinjiang industrial industry, it is found that the average energy efficiency is only 0.363 from 1994 to 2008, and there is also redundancy of energy input. The Tobit model is used to analyze the influencing factors of the total factor energy efficiency of Xinjiang industrial industry. It is found that the scale of enterprises has a significant positive impact on the energy efficiency of all factors of industry in Xinjiang, while the proportion of coal consumption, the level of foreign direct investment has a significant negative impact on the energy efficiency of all elements of industry in Xinjiang, while the performance of property rights. The ratio of electricity consumption to total energy consumption has no significant effect on the energy efficiency of all industrial elements in Xinjiang.
