枣阳平原烟叶产业可持续发展瓶颈因素研究

【摘要】：枣阳市地处鄂西北,在我国烤烟五大生态类型新的区划中,枣阳被划在黄淮烟草种植区的最佳适宜区,烟叶呈浓香型特征。枣阳主要以岗地为主,地势平坦开阔,土地集中且较为平整。枣阳市种植烤烟已有50年的历史,二十世纪90年代中后期,在农村经济向着多元化发展情况下,农村的经济结构发生较大变化的环境下,枣阳烤烟生产种植规模迅速减少,到二十世纪术期枣阳烤烟面积仅剩几百亩几乎遭受灭绝。随着现代烟草农业的政策扶持,枣阳烟叶产业逐渐恢复,但近几年来,烤烟生产种植规模始终没有大的突破,在国家烟草局实施基地单元现代烟草农业建设发展这样的新形势下,枣阳平原烟叶如何利用好这个机会,充分发挥平原烟区地理优势,并充分借助自身的资源,实现农业生产又好又快可持续发展,实现人力资源,环境资源和社会经济发展的和谐,是枣阳烤烟产业可持续发展面临的重大课题。为总结出枣阳烟叶又好又快发展经验,探索出枣阳烟叶可持续发展路线,以便于更好地稳定平原烟区,提升枣阳烟叶综合实力,本文分析了基地单元现代烟草农业建设背景及意义,调查了枣阳地区的历史背景、自然条件、社会发展情况和枣阳烟叶质量特色、生产管理水平及发展现状,旨在探索枣阳烟区烟叶可持续发展的源泉,主要研究结论如下： 1、枣阳烟区具有发展基地单元现代农业的丰富的土地、光、热资源、便利的交通等优势,开展基地单元现代烟草农业建设能解决阻碍枣阳烟叶发展的制约因素,有利于枣阳平原烟叶可持续发展。 2、枣阳育苗设施推行育苗能力为200hm2每一处较好,这样便于育苗服务队统一管理,育苗成本低,烟苗成苗好,便于发放运输烟苗,烟苗损伤损耗减少。 3、枣阳烤房建设以建设20座的烤房群为主,50座的烘烤工场为辅较好,这样即能满足10-20hm2种植大户需求,也能满足650-700hm2左右“公司化”运作种植模式的需求,便于集中烘烤、统一供煤,集中编烟,统一烘烤服务。 4、枣阳农机具配套应该依据“降本、增效、实用”的目的,合理选配机型,重点选配大功率机型,合理搭配专用机具,实现一人一机,一机多用,体现出平原烟区“全、大、新”的机械化推广特色。 5、介作社及专业服务队建设能实现枣阳烟叶减工降木发展需求,其建设过程中优先解决管理人员、组织资金、服务范围、服务人员素质四大方面的问题。
[Abstract]:Zaoyang city is located in northwest Hubei Province. Zaoyang is the best suitable area for tobacco planting in Huang-Huai tobacco growing area in the new regionalization of five major ecological types of flue-cured tobacco in China.Zaoyang mainly to the hillock, flat and open terrain, land concentration and more flat.It has been 50 years since Zaoyang City planted flue-cured tobacco. In the middle and late 1990s, under the circumstances of the diversified development of rural economy and the great change of rural economic structure, the scale of production and planting of flue-cured tobacco in Zaoyang decreased rapidly.By the 20th century, the area of flue-cured tobacco in Zaoyang was almost extinct.With the policy support of modern tobacco agriculture, the tobacco industry in Zaoyang has gradually recovered, but in recent years, there has been no big breakthrough in the production and planting scale of flue-cured tobacco.Under the new situation of the construction and development of modern tobacco agriculture in the base unit of the State Tobacco Administration, how to make good use of this opportunity to give full play to the geographical advantages of the tobacco region in the Zaoyang Plain, and to make full use of its own resources,It is an important task for the sustainable development of Zaoyang flue-cured tobacco industry to realize good and fast sustainable development of agricultural production and harmonious development of human resources, environmental resources and social economy.In order to sum up the good and rapid development experience of Zaoyang tobacco leaf, to explore the sustainable development route of Zaoyang tobacco leaf, in order to better stabilize the plain tobacco area and promote the comprehensive strength of Zaoyang tobacco leaf.This paper analyzes the background and significance of the construction of modern tobacco agriculture in the base unit, and investigates the historical background, natural conditions, social development and the characteristics of tobacco leaf quality, production management level and present situation of development in Zaoyang area.The aim of this study is to explore the source of sustainable development of tobacco leaves in Zaoyang tobacco area. The main conclusions are as follows:1. Zaoyang tobacco area has the advantages of abundant land, light, heat resources, convenient transportation and so on. The construction of modern tobacco agriculture in Zaoyang can solve the restricting factors that hinder the development of tobacco leaves in Zaoyang.It is beneficial to the sustainable development of tobacco leaves in Zaoyang Plain.2, Zaoyang seedling raising facility carries out seedling raising ability for 200hm2 every place is better, it is convenient for seedling raising service team to unify management, raise seedling cost is low, tobacco seedling is good, it is convenient to distribute and transport tobacco seedling, the damage of tobacco seedling is reduced.3. The construction of Zaoyang baking house is supplemented by the construction of 20 roasting houses group and 50 roasting factories, which can meet the needs of large 10-20hm2 growers, and also meet the needs of 650-700hm2 's "corporatization" planting mode, which is convenient for centralized baking.Unified coal supply, centralized cigarette making, unified baking services.4, Zaoyang agricultural machinery and tools should be based on the purpose of "reducing the cost, increasing efficiency and being practical", reasonably selecting the models, selecting the high-power models, reasonably matching the special machines and tools, realizing one person, one machine and one machine, which reflects the "complete and large" tobacco area in the plain.New features of mechanization promotion.5. The construction of agency and professional service team can realize the development demand of Zaoyang tobacco leaf. In the process of construction, priority should be given to solving the problems of management personnel, fund organization, service scope and quality of service personnel.
