中国重汽集团新疆商车项目可行性分析

【摘要】：贯彻落实“十二五”规划纲要、加快转变经济发展方式、实施扩大内需战略的必然要求,是促进形成西部大开发新的增长极、提高各族群众生活水平、推进新疆跨越式发展和长治久安的重大举措。“兄弟同心,其利断金。”对口援疆是新疆的需要,也是其他地区的需要,有利于发挥新疆的比较优势和后发优势,也有利于拓展全国发展的市场空间和回旋余地。山东省委、省政府积极响应中央的号召,在新一轮援疆工作中,山东省按照科学援疆的理念,注重立足当地实际高起点规划,为援疆工作科学有序推进奠定了基础。山东省注重把本省优势与新疆实际情况相结合,在创新中推进援疆工作,走出了一条“山东特色、全国前列”的援疆之路。产业发展是改善民生的根本途径。中国重汽作为山东省人民政府所属的特大型企业集团,在山东省、新疆自治区各级政府及领导的支持和关心下,积极响应援疆号召,与乌鲁木齐经济技术开发区(头屯河区)进行合作洽谈并签署了合作投资协议书,注册成立中国重汽集团新疆商用车有限公司,确立了“中国重汽集团新疆商用车项目”。该项目拟向国家、新疆维吾尔族自治区和乌鲁木齐市报请将该项目列入国家支持西部和新疆大开发重大扶持项目,视同完成山东省对口支援项目。
[Abstract]:Implementing the outline of the 12th Five-Year Plan, accelerating the transformation of the mode of economic development, and implementing the strategy of expanding domestic demand are necessary requirements to promote the formation of a new growth pole for the large-scale development of the western region and to improve the living standards of the people of all ethnic groups.To promote the development of Xinjiang by leaps and bounds and long-term stability and major initiatives."if a brother is United, he will lose his fortune."It is the need of Xinjiang and other regions to help Xinjiang to develop its comparative advantage and late-development advantage as well as to expand the market space and room for manoeuvre for the development of the whole country.Shandong Provincial Party Committee and Provincial Government have responded positively to the call of the Central Committee. In the new round of aiding Xinjiang, Shandong Province, in accordance with the concept of scientific aid to Xinjiang, has laid a foundation for the scientific and orderly advancement of the work of aiding Xinjiang on the basis of local high starting point planning.Industrial development is the fundamental way to improve people's livelihood.As a super large enterprise group affiliated with the people's government of Shandong Province, with the support and concern of the governments and leaders at all levels in Shandong Province and Xinjiang Autonomous region, China heavy Auto has responded positively to the call to assist Xinjiang.To cooperate with Urumqi Economic and technological Development Zone (Toutunhe District) and sign a cooperative investment agreement, set up Sinkiang Commercial vehicle Co., Ltd of China heavy Auto Group and establish "Xinjiang Commercial vehicle Project of China heavy Auto Group".The project is to be submitted to the State, Xinjiang Uygur Autonomous region and Urumqi City for inclusion in the major support projects for the state to support the development of the western region and Xinjiang, and to be regarded as the completion of the corresponding support project in Shandong Province.
