电力市场环境下用电大户的电力需求侧管理探讨

【摘要】:本文是对在电力市场环境下,需求侧中的客户端尤其是大客户企业,通过自身建设和措施,配合电力部门的需求侧管理,高效的满足电力需求,解决在有限的电力供应中大客户企业的各种电力需求问题。 经过几十年的发展和改革,中国的电力市场已基本建立起来,实现了电力供应侧的市场化,竞争供应电价上网。电力市场的历史问题-电网建设及运营的垄断,造成了电力市场发展和改革的瓶颈,由于电网建设和运营瓶颈,电力市场的需求侧中终端用户不得不面对在有限电力资源获得的条件下,保证自身的生产,确保自身的发展空间。其中解决的思路之一就是需求侧管理。 电力需求侧管理(Power Demand Side Management简称DSM)是指通过提高终端用电效率和优化用电方式,在完成同样用电功能的同时减少电量消耗和电力需求,,达到节约能源和保护环境的目的,实现低成本电力服务所进行的用电管理活动。在国际上,电力需求侧管理实施的主体主要有:电力公司、客户、中介服务结构、政府。在我国,鉴于电力需求侧管理在我国的发展情况,实施主体以电力公司为主,且以政府为主导,以客户日益满意为目标。大部分的研究论文是以电力公司为出发点进行研究探讨的,而本文独特之处就是以客户尤其是大客户的角度,来探讨大客户自身的需求侧管理的, 电力部门的需求侧管理措施有峰谷分时电价、阶梯电价、尖峰电价、错峰用电和有序用电等。针对深圳地区的特定社会和市场环境,以超大型IT企业-Z企业为样本和研究对象,尝试探讨下终端用户尤其是用电大户在电力需求侧管理方面的作用和经验。例如通过自建变电站或绿色能源电站,供电技术改造,电力运行管理等措施,将自身遇到的电力扩容问题、用电成本问题、用电质量问题以及用电可靠性问题,统筹规划进行解决。 本文通过对当前的电力市场理论的运用,分析现今电力市场存在的问题,并以此为依托,科学合理地反映了Z大型IT企业的电力市场存在的问题,并对这些问题进行细致的分析,希望通过大客户对电力的不同需求分析,尝试采取一些解决问题的措施,并对这些措施进行回顾,总结一些经验,进行扩展探讨,为未来的改革提出一些建议和方案,希望为大客户的电力市场需求侧管理有一定的帮助。
[Abstract]:In this paper, in the power market environment, the demand side of the client, especially the large customer enterprises, through their own construction and measures, in coordination with the demand side of the power sector management, efficient to meet the demand for electricity,Solve all kinds of power demand of large customer enterprises in limited power supply.After decades of development and reform, China's electricity market has been basically established, the realization of the power supply side of the market, competitive electricity supply price online.The historical problem of electric power market, the monopoly of grid construction and operation, has caused the bottleneck of power market development and reform, because of the bottleneck of grid construction and operation.In the demand side of the electricity market, the end users have to face the condition of obtaining limited power resources to ensure their own production and their own development space.One of the solutions is demand-side management.DSM (Power Demand Side Management) refers to the purpose of saving energy and protecting the environment by improving the efficiency of terminal power consumption and optimizing the mode of power consumption, while reducing the consumption of electricity and electricity demand while accomplishing the same function.To achieve low-cost power services for the implementation of electricity management activities.Internationally, the main subjects of DSM are: power company, customer, intermediary service structure, government.In our country, in view of the development of DSM in our country, the main body of implementation is electric power company, the government is leading, and the target is customer satisfaction day by day.Most of the research papers are based on electric power companies, and the unique point of this paper is to explore the demand side management of large customers from the perspective of customers, especially large customers.The DSM measures of power department include peak and valley time-sharing price, step price, peak price, staggered peak electricity consumption and orderly electricity consumption etc.In the light of the specific social and market environment in Shenzhen, taking the super large IT enterprise -Z as the sample and research object, this paper attempts to explore the role and experience of the end users, especially the large users of electricity, in the DSM.For example, by means of self-built substations or green energy power stations, technical transformation of power supply, management of electricity operation, and other measures, the problems encountered by oneself in expanding the capacity of electricity, the cost of electricity, the quality of electricity, and the reliability of electricity are also discussed.Overall planning to solve the problem.Through the application of the current electricity market theory, this paper analyzes the problems existing in the current electricity market, and based on this, scientifically and reasonably reflects the problems existing in the electricity market of Z large IT enterprises.And the detailed analysis of these problems, I hope that through the analysis of the different needs of large customers of electricity, try to take some measures to solve the problem, and review these measures, sum up some experiences, and expand the discussion,This paper puts forward some suggestions and plans for the future reform, and hopes that it will be helpful to the DSM of the power market for large customers.
