曹妃甸工业园区循环经济发展模式研究

【摘要】：目前,世界范围内经济发展与生态环境之间的矛盾日益尖锐,可持续发展已经成为世界发展模式的主要潮流。20世纪90年代,以日本和德国为代表的发达国家提出了循环经济的发展模式,并通过法律的形式予以实施。相对于传统经济模式而言,循环经济是物质闭环流动型经济,是以物质、能量梯次使用为特征,在环境方面为低排放甚至零排放。可以说,绿色经济、生态经济、绿色消费和清洁生产等都是循环经济的表现形式或派生。我国人口众多,资源相对不足,结构性污染严重,传统经济发展模式与资源、环境之间的矛盾尤其突出,传统经济发展模式已经不适应我国的资源环境条件。因此,走循环经济的发展道路,对我国来说尤为重要。本文从理论到实践对曹妃甸工业园规划与建设进行了探索性研究,希望能够对树立循环经济工业园区示范之实践提供借鉴。本文首先阐述了国内外生态工业园区的相关文献,并对循环经济以理论依托的工业园加以详细分析研究。结合曹妃甸工业园区本身产业基础及各方优势背景,了解示范园区现在的产业现状与特点,并对曹妃甸工业园区存在的问题进行深入的剖析,通过理论研究与案例研究相结合的方法,构建了曹妃甸工业园区发展规划的整体框架,并从园区总体定位、发展目标、产业规划投资与项目规划及主要配套和保障措施提出了具体的实施方案。
[Abstract]:At present, the contradiction between economic development and ecological environment in the world is becoming increasingly sharp. Sustainable development has become the main trend of the world development model.The developed countries, represented by Japan and Germany, put forward the development model of circular economy and put it into practice by way of law.Compared with the traditional economic model, circular economy is a material closed-loop flow economy, characterized by the use of material and energy echelons, and low emissions or even zero emissions in the environment.It can be said that green economy, ecological economy, green consumption and cleaner production are the manifestation or derivation of circular economy.China has a large population, relatively insufficient resources, serious structural pollution, the contradiction between the traditional economic development model and resources, environment is particularly prominent, the traditional economic development model has not adapted to the conditions of our country's resources and environment.Therefore, it is very important for our country to take the development road of circular economy.This paper explores the planning and construction of Caofeidian Industrial Park from theory to practice, hoping to provide reference for the practice of setting up an industrial park with circular economy.In this paper, the related documents of EIP are introduced, and the industrial parks based on the theory of circular economy are analyzed and studied in detail.Based on the industrial foundation and the advantages of all sides, the present industrial situation and characteristics of the demonstration park are understood, and the problems existing in the Caofeidian Industrial Park are deeply analyzed.Through the combination of theoretical research and case study, this paper constructs the overall framework of the development planning of Caofeidian Industrial Park, and the overall positioning and development goal of the park.Industrial planning investment and project planning as well as main supporting measures and safeguard measures are put forward.
