克拉玛依石化公司热电厂安全管理问题研究

【摘要】:石油石化行业是高危行业,具有易燃易爆、高温高压有毒有害、连续作业等特点。随着中国石油石化行业的快速发展,各种安全管理模式的推陈出新,不但没有能够遏制事故的频繁发生,反而导致各分司的安全管理组织结构、公司本土安全文化、基层员工安全理念、基层生产工作程序混乱,安全工作趋于形式化。下属的自备电厂,由于生产特点和石化行业不同,以前使用的是电力行业安全管理模式,但应公司统一安全管理模式的要求,在公司HSE管理体系本身存在问题的情况下,强制转变,实施过程中生搬硬套,并且由于缺乏必要的指导和创新支持,出现安全管理责、权、利不清,现场施工作业手续繁琐,员工安全意识削弱,安全隐患增多,安全形势严峻的局面。 作者以实地调研、文献梳理、定量分析与定性分析相结合的方式,以系统的观点,对热电厂安全管理问题的研究分析发现,主要领导对安全管理认识不足、各级人员对安全管理体系理解不够、由于缺少沟通,下级人员对制定的安全管理目标不认可、团队学习意识和能力不强等原因,导致了目前的安全现状。 为此,对目前国内外安全管理的几种典型体系进行对比分析,指出典型体系管理方法对克拉玛依石化公司热电厂安全管理改进的启示。结合克拉玛依石化公司热电厂现实情况,从制度创新、学习型组织建立、目标管理、安全评价几方面,提出了解决措施。 从现有文献来看,相关研究主要集中在针对某种安全管理体系提出如何实施的步骤,而对于石化行业自备电厂的安全管理问题鲜有涉及,本文以克拉玛依石化公司热电厂为研究对象,探讨这一类企业安全管理问题,并给出解决方法,研究对象及视角具有一定的创新性。
[Abstract]:Petroleum and petrochemical industry is a high-risk industry, with flammable and explosive, high temperature and high pressure toxic and harmful, continuous operation and other characteristics.With the rapid development of China's petroleum and petrochemical industry, the emergence of various safety management models has not only failed to contain the frequent occurrence of accidents, but has resulted in the organizational structure of the safety management of each sub-division and the local safety culture of the company.The basic level employee safety idea, the grass-roots production work procedure is chaotic, the safety work tends to formalize.Because of the difference between the production characteristics and petrochemical industry, the subordinate self-provided power plant used the safety management mode of the electric power industry before, but at the request of the unified safety management mode of the company, in the case of the problems in the company's HSE management system itself,In the process of implementation, due to the lack of necessary guidance and innovative support, safety management responsibilities, rights and benefits are unclear, the procedures of on-site construction work are cumbersome, the safety awareness of staff is weakened, and the hidden dangers of safety are increased.A grim security situation.In the way of field investigation, literature review, quantitative analysis and qualitative analysis, and from a systematic point of view, the author finds that the main leaders have insufficient understanding of safety management.The personnel at all levels do not understand the safety management system enough, because of the lack of communication, the lower level personnel do not approve the safety management goal, the team learning consciousness and the ability are not strong, has resulted in the present security present situation.This paper makes a comparative analysis of several typical safety management systems at home and abroad and points out the enlightenment of the typical system management methods to the improvement of safety management in the thermal power plants of Karamay Petrochemical Company.Combined with the actual situation of the thermal power plant of Karamay Petrochemical Company, the measures are put forward from the aspects of system innovation, learning organization establishment, objective management and safety evaluation.According to the existing literature, the related studies mainly focus on how to put forward the steps to implement a certain safety management system, but rarely on the safety management of petrochemical industry-owned power plants.This paper takes the thermal power plant of Karamay Petrochemical Company as the research object, discusses the safety management problem of this kind of enterprise, and gives the solution, the research object and the angle of view have certain innovation.
