管道公司油气储运技术服务项目中的组织机构设置及人员配置研究

【摘要】:随着我国油气管道建设的快速发展,在国有企业内部改制、增效的大社会背景下,油气储运技术服务作为一种新兴的业务,成为中国石油管道公司增加效益、保持稳定的重要途径。油气储运技术服务项目因其专业性强,从业人员有限,行业限制等原因,项目组织方式没有经验可循。目前管道公司油气储运技术服务业务从总体的管理框架,到项目的组织结构和岗位、人员配置,没有制定统一的规范标准,因项目而异,随意性强,造成项目人员组织困难,直接影响到业务的发展。本文根据组织结构理论、岗位及岗位设置的相关理论,通过对管道公司现有油气储运技术服务管理部门和具体项目组织机构设置及人员配置的分析对比,结合调研、访谈等方法,得出组织机构设置的不规范,人员配置不合理是导致油气储运技术服务面临困境的主要原因。 本文针对以上存在问题,结合管道公司现有人力资源现状,对油气储运技术服务项目人力资源进行了优化,提出了油气储运技术服务项目组织机构优化方案和人员配置优化方案。文章最后,通过韩渭西煤层气项目对提出的优化方案进行了实践,验证优化方案的实用性。
[Abstract]:With the rapid development of oil and gas pipeline construction in China, under the background of state-owned enterprises' internal restructuring and increasing efficiency, the technical service of oil and gas storage and transportation, as a new business, has become an increasing benefit of China Petroleum Pipeline Company.An important way to maintain stability.The technical service project of oil and gas storage and transportation has no experience in organizing the project because of its strong specialization, limited employees and limited industry.At present, the technical service business of oil and gas storage and transportation in pipeline companies ranges from the overall management framework to the organizational structure and post of the project, the staffing, and the lack of a unified standard, which varies from project to project and is arbitrary, resulting in difficulty in organizing the project personnel.Directly affect the development of business.According to the theory of organization structure, the theory of post and post setting, through the analysis and comparison of the existing management department of oil and gas storage and transportation technology service and the organization and personnel configuration of specific project in pipeline company, combined with investigation and investigation,It is concluded that the irregular setting of organization and unreasonable staffing are the main reasons for the difficult situation of technical service of oil and gas storage and transportation.In view of the above existing problems, combined with the current situation of human resources in pipeline companies, this paper optimizes the human resources of oil and gas storage and transportation technology service projects.The scheme of organization optimization and personnel allocation optimization for technical service project of oil and gas storage and transportation are put forward.Finally, through the practice of Han Weixi coalbed methane project, the practicability of the optimization scheme is verified.
