中国航空动力机械研究所信息化规划研究

【摘要】:信息化战略是企业战略的重要一环。信息化战略的执行离不开信息化规划。信息化规划以企业的发展战略、目标、企业各部门的目标与功能为基础,结合行业信息化最佳实践和对信息技术发展趋势的掌握,制定企业信息化愿景、目标和发展战略,达到全面、系统地指导企业信息化进程、促进企业实现其发展战略的目的。有关信息化规划方法的研究从上世纪50年代开始起步,其关注重点历经数据处理、内部信息系统、信息集成三个阶段。中国航空动力机械研究所的信息化规划研究工作按准备阶段、咨询调研与求分析阶段、总体规划阶段、管理提升与信息化平台构建等四个阶段开展。通过分析行业环境以及研究所的型号研制任务、技术发展、研发管理模式变革对信息化的需求,对研究所“十二五”信息化建设思路以及建设内容进行了总体规划,提出在借鉴国内外先进的数字化应用以及信息化管理经验的基础上,建设支撑数字化设计、试验及信息化管理的数字化应用平台以及数字化能力体系,形成较完善的发动机数字化研制与仿真能力,在新一代航空发动机研制生产中大规模推进数字化工程,以信息化手段促进发动机研发模式的转变的信息化建设总体目标和工作思路。研究所的信息化战略分两步实施:2012-2013年,初步建立发动机数字化设计、试验、管理体系及企业级集成环境,初步实现重点型号研制的厂所数字化协同,信息化整体水平达到行业B级水平。2014-2015年,基本建成数字化设计体系及信息化管理体系,整体信息化水平达到A级水平,基本满足型号研发技术跨越和研究所发展的需要。研究所信息化系统建设的主要内容包括信息化基础环境建设、信息安全保密技术体系建设、信息化标准规范体系建设和应用系统建设等五个方面。其中,应用系统主要包括数字化设计系统、试验数字化管理系统、综合管理信息系统、协同研发集成平台、企业集成与门户系统等。规划就信息化建设项目、经费需求进行了描述,制定了分阶段实施计划,并提出了组织、制度、机制、人员、资金、外部资源等保障措施,对规划实施的风险控制、可行性进行了分析。 本文旨在达到充分有效地利用研究所的信息资源、规划信息化应用、推进研究所信息化建设工作、全面满足研究业务发展的需要的目标。当然,信息化规划是一个动态过程,本规划研究也需要在今后的信息化过程中不断完善。
[Abstract]:Information strategy is an important part of enterprise strategy.The implementation of information strategy can not be separated from information planning.Information planning is based on the enterprise's development strategy, objectives, objectives and functions of various departments of the enterprise, combined with the best practice of industry informatization and the mastery of the development trend of information technology, and formulates the vision, objectives and development strategies of enterprise informatization.To achieve a comprehensive, systematic guidance of the enterprise information process, promote the enterprise to achieve its development strategy.The research on the method of information planning started in the 1950s, and its focus has gone through three stages: data processing, internal information system and information integration.The information planning and research work of China Aeronautical Power Machinery Research Institute is carried out in four stages: preparation stage, consultation, investigation and analysis stage, general planning stage, management promotion and information platform construction.Through the analysis of the industry environment and the research task of the research institute model, the technology development, the demand for the informationization of the innovation of R & D management mode, the overall plan of the information construction idea and content of the twelfth five-year plan of the institute is carried out.On the basis of drawing lessons from advanced digital application and information management experience at home and abroad, the paper puts forward the construction of digital application platform and digital capability system to support digital design, experiment and information management.To form a more perfect capability of digital engine development and simulation, and to promote the digitization project on a large scale in the development and production of a new generation of aero-engines,The overall goal and working idea of informatization construction to promote the transformation of engine R & D mode by means of information technology.The information strategy of the research institute was implemented in two steps in 2012-2013. It initially established a digital engine design, test, management system and an enterprise-level integrated environment, and initially realized the digitalization cooperation between the key models developed by the plant and the institute.The overall level of informatization reaches the level of B level of the industry. 2014-2015, the digital design system and information management system are basically built, and the overall level of informatization reaches the level of level A, which basically meets the needs of the development of R & D technology and research institutes.The main contents of the information system construction of the research institute include five aspects: the construction of the basic information environment, the construction of the information security and secrecy technology system, the construction of the information standard standard system and the construction of the application system.The application system mainly includes digital design system, experimental digital management system, integrated management information system, collaborative R & D integration platform, enterprise integration and portal system and so on.The plan describes the information construction project, the need for funds, draws up a phased implementation plan, and puts forward security measures, such as organization, system, mechanism, personnel, funds, external resources, and so on, to control the risks of the implementation of the plan.The feasibility is analyzed.The purpose of this paper is to make full and effective use of the information resources of the Institute, to plan the application of the information, to promote the construction of the information system of the Institute, and to meet the needs of the development of the research business in an all-round way.Of course, informatization planning is a dynamic process.
