稀土中小企业技术创新战略研究

【摘要】:近年来,稀土凭借其在特殊的元素组合特性,逐渐成为支持国家新能源、新材料、节能环保、电子信息等行业,特别是国防军事领域发展的重要战略资源。我国的稀土资源储量大、分布广、矿物种类齐全,经过50多年的发展,我国建立了较完整的稀土产业链和工业体系,逐步发展为世界最大的稀土生产、出口和消费大国。2009年国土资源矿产部门进行专门的核查,公布我国的稀土资源已减少到1859.1万吨,约占世界稀土总量的23%。2011年,中国的稀土冶炼产品产量为9.69万吨,承担了全球90%以上的稀土产品供应量。但是,中国的稀土产品价格却没有卖出这个头衔的价值,稀土价格持续低迷,国内稀土企业的利润空间在不断缩小。当前稀土的国际竞争主要集中在稀土产业的高附加值和高技术竞争上,中国稀土企业却始终走在稀土产业链的中上游薄利边缘,具有高附加值的高端技术领域大部分被国外的专利权所垄断。面对稀土发展呈现的各种问题,加速稀土企业向科技型转变,促进稀土行业走可持续的发展道路成为国家重点关注的问题。因此,我国稀土企业可持续发展的突破点就是要实施技术创新战略,掌握先进的稀土生产应用技术,提高行业的整体技术水平。而在整个稀土行业中,中小企业占据了1/3以上,稀土中小企业的技术发展高度很大程度上影响整个行业的发展层次。因此,本文基于这样的现实环境,致力于研究稀土中小企业如何选择适宜的技术创新战略来提升自己的创新能力,改变现有的市场地位。 稀土中小企业作为稀土行业的主体,仍存在规模还较小、组织一体化程度低、各方面实力较弱等不足。而进行自主创新和模仿创新都需要雄厚的资金来支持企业研发或购买新技术,以上不足导致其难以承受以上两种创新战略所需的投入。因此,本文提出现阶段稀土中小企业技术创新战略的首选,即技术创新战略联盟。这种合作创新的战略模式,使得中小企业可以短时间内获得技术创新所需的资源,依托科研院所先进的技术知识,在科技人员的组织与指导下顺利开展技术创新活动,大大提高了稀土应用技术研发的成功率。同时,联盟内成员之间的沟通与学习,能够增强企业的技术创新能力,为企业进行自主技术创新奠定重要基础。 本文围绕这一主要问题,采用文献研究方法对文献进行检索、阅读与分析,应用技术创新理论、中小企业创新战略等理论对稀土中小企业技术创新战略进行系统分析。比较分析稀土中小企业技术创新所面临的特殊环境,以期达到目标、环境与战略相匹配的最佳效果。同时,运用定量研究方法,得到技术创新的重要影响因素,为稀土中小企业选择与制定战略做好全方位的准备。本文以稀土中小企业作为研究主体,可以为稀土中小企业的发展提供一套完整的技术创新战略选择体系,对其确定技术创新战略具有可行性指导意义。并且希望能为政府部门在制定相关政策法规,促进稀土中小企业技术创新发展研究提供重要的参考价值和理论依据 虽然我国稀土资源丰富,但稀土产业的发展水平仍较低,要想在全球市场上获得竞争地位,就必须通过技术创新走科技含量高、环境污染小、可持续的发展道路。纵观目前我国稀土中小企业的发展现状,仍处于规模小、资源少、管理不规范的阶段,要采取自主技术创新战略或模仿创新战略仍存在很大的困难,因此,进行技术创新战略联盟是现阶段稀土中小企业采取的主要技术创新战略。在促进企业内部完善技术创新的同时,积极构建完善的外部支持系统,增强稀土中小企业的创新能力,促进整个稀土行业的健康持续发展。
[Abstract]:In recent years, the rare earth elements in combination with its special characteristics, has gradually become the support of the national new energy, new materials, energy saving and environmental protection, electronic information and other industries, especially the important strategic resources for the development of national defense and military fields. The rare earth international competition is mainly concentrated in the rare earth industry with high added value and high technology competition, China rare earth enterprises are always in the edge of small profits in the upper reaches of the rare earth industry chain, with high value-added high-end technology is monopolized by most patents abroad. Facing various problems the development of rare earth, rare earth accelerated change from the enterprise of science and technology, promote the sustainable development of rare earth industry became the focus of national concern. Therefore, the breakthrough point of sustainable development of China's rare earth enterprises is to implement the strategy of technological innovation, master advanced rare earth production and application technology, improve the technical level of the industry in. The rare earth industry, small and medium-sized enterprises have occupied more than 1/3, the rare earth SMEs technology development affect the development level of the whole industry is largely due to the height, Based on such a realistic environment, this paper is committed to research on how to choose appropriate technology innovation strategy to enhance their innovation ability and change the existing market position.
Small and medium-sized enterprises as the main body of rare earth rare earth industry, there are still smaller scale, low degree of organizational integration, the strength is weak. The innovation and imitation innovation needs the abundant funds to support enterprise development or purchase of new technology, these shortcomings make it difficult to bear more than two kinds of innovative strategic inputs required. Therefore, this paper proposed stage rare earth SME technology innovation strategy choice, technology innovation and strategic alliances. The strategic mode of cooperation and innovation, so that SMEs can obtain technological innovation resources needed for a short period of time, relying on the Scientific Research Institute of advanced technology, successfully carry out technology innovation in science and technology personnel organization and guidance next, greatly improving the success rate of rare earth application technology research and development. At the same time, communication and learning between alliance members, can enhance the enterprise's technological innovation Force is an important foundation for enterprises to carry out independent technological innovation.
This paper focuses on the main problems, using literature research method of literature retrieval, reading and analysis, the theory of technology innovation, SME innovation strategy theory on technology innovation of small and medium-sized enterprises of rare earth were analyzed. Comparative analysis of special rare earth environmental technology innovation faced by small and medium enterprises, in order to achieve the goal, the best effect of environment and matching strategy. At the same time, the use of quantitative methods to obtain the important factors of technological innovation, for the rare earth SMEs choose and formulate the strategy make full preparations. The rare earth SMEs as the research subject, can provide a complete set of technology innovation strategic choice for the development of the system of rare earth SMEs, with practical guidance to determine the significance of its technological innovation strategy. And hope for government departments to formulate relevant policies and regulations, to promote the small and medium-sized enterprises of rare earth The study of technological innovation development provides important reference value and theoretical basis
Although China is rich in rare earth resources, but the level of development of rare earth industry is still low, in order to gain a competitive position in the global market, it must go through technical innovation with high technological content, low environmental pollution, the road of sustainable development. Now China's rare earth SME development is still at a small scale, resources small, irregular management stage, to take independent technology innovation strategy or imitation innovation strategy is still very difficult, therefore, technology innovation strategic alliance is the main strategy of technological innovation at this stage of the rare earth SMEs take. In promoting the internal improvement of technological innovation at the same time, and actively build the perfect external support system, enhancement of rare earth the small and medium-sized enterprise innovation ability, promote the healthy and sustainable development of the rare earth industry.
