【摘要】：随着全球碳减排的压力上升,以及我国经济发展中能源瓶颈的约束,开发清洁能源和寻找新能源,逐渐成为我国产业结构调整的重要方向。“十二五”规划纲要己明确将“新能源产业”作为七大战略新兴之一,这为我国新能源产业的蓬勃发展提供了新的机遇,也对其今后发展提出了更高的要求。新能源一般为可再生能源,包括太阳能、风能、生物质能、海洋能、地热能和氢能等。在这几类新能源中,太阳能因其数量巨大、分布普遍以及开发简洁,具有比其他新能源更大的优势。光伏发电是利用太阳能的最佳方式和主要途径,光伏产业作为一个新的经济增长点,对转变经济增长方式、维护我国能源安全、促进经济和社会的可持续发展有战略性意义。但目前我国光伏产业存在一些不容忽视的问题,影响光伏产业的市场绩效。本文采用了定量分析与定性分析相结合、规范分析与实证分析相结合的方法,分别从理论和实证上对光伏产业的市场绩效进行分析。内容安排上,首先指出光伏产业在经济发展和能源安全中的重要地位；其次对市场绩效相关理论和国内外针对新能源产业研究的文献进行综述；然后阐述我国光伏产业的发展历程,对光伏产业进行现状分析；接下来选取2006-2011年34家光伏上市企业作为样本,运用DEAP软件对它们的效率做一测算,分别运用面板数据和截面数据测算了技术效率、纯技术效率和规模效率值,并对区间内效率进行排名分析,然后整体分析了我国光伏产业的效率走势,接着指出了影响光伏产业效率的因素;最后根据实证结果得出全文的结论,并有针对性的提出政策建议。
[Abstract]:With the increasing pressure of carbon emission reduction in the world and the constraint of energy bottleneck in China's economic development, the development of clean energy and the search for new energy have gradually become the important direction of industrial structure adjustment in China. The outline of the 12th Five-Year Plan has made "new energy industry" one of the seven new strategies, which provides a new opportunity for the vigorous development of China's new energy industry and puts forward higher requirements for its future development. New energy is generally renewable, including solar, wind, biomass, oceanic, geothermal and hydrogen energy. Among these new energy sources, solar energy has more advantages than other new energy sources because of its large number, widespread distribution and simple development. Photovoltaic power generation is the best way and main way to utilize solar energy. As a new economic growth point, photovoltaic industry is of strategic significance to change the mode of economic growth, maintain the energy security of our country, and promote the sustainable development of economy and society. However, there are some problems which can not be ignored in the photovoltaic industry in China, which affect the market performance of the photovoltaic industry. This paper adopts the methods of combining quantitative analysis and qualitative analysis, normative analysis and empirical analysis to analyze the market performance of photovoltaic industry from the theoretical and empirical aspects. In terms of content arrangement, firstly, it points out the important position of photovoltaic industry in economic development and energy security, secondly, summarizes the relevant theories of market performance and domestic and foreign literature on new energy industry. Then expatiate the development course of photovoltaic industry in our country, analyze the current situation of photovoltaic industry; then select 34 photovoltaic listed enterprises as samples from 2006 to 2011, and use DEAP software to measure their efficiency. The technical efficiency, pure technical efficiency and scale efficiency are calculated using panel data and cross-section data respectively, and the efficiency in the range is ranked, then the efficiency trend of photovoltaic industry in China is analyzed as a whole. Then it points out the factors that affect the efficiency of photovoltaic industry. Finally, according to the empirical results, the paper draws a conclusion and puts forward some policy recommendations.
