益阳电业局青年人力资源开发方案设计与实施

【摘要】:当今时代,人才资源已成为最重要的战略资源,企业之间的竞争归根结底是人才的竞争。经过多年的改革和发展,我国国有企业市场竞争力明显增强,在促进经济社会发展中发挥着越来越重要的作用,国有企业要实现持续、健康的发展必须依靠人的积极性的调动和人才作用的发挥,必须高度重视人力资源的开发。青年人力资源作为企业最宝贵的资源,其蕴含的巨大潜能能否得到有效开发,将对企业的经营发展起决定性作用。 益阳电业局作为国家电网公司下属的国有大型供电企业,当前正处于加快建设“一强三优”现代企业的关键时期,企业的改革发展迫切需要打造一支政治坚定、纪律严明、业务精湛、执行力强的高素质员工队伍。占企业职工总人数过半的广大青年员工的职业精神、专业技能和综合素质的高低,将直接关系到企业竞争力的强弱。本文通过对益阳电业局青年人力资源现状进行调查和深入分析,结合当前的政策环境得出开发青年人力资源的必要性,并进行了系统的方案设计,对该企业青年人力资源开发的指导思想和原则、目标任务、具体内容和阶段安排进行了详细阐述。方案的实施将有利于为企业青年员工的快速成长、发挥才干搭建平台、创造良好的环境,最终实现企业各项事业可持续发展和实现青年员工个人全面发展的双赢目标。
[Abstract]:Nowadays, talent resources have become the most important strategic resources, and the competition among enterprises is the competition of talents in the final analysis. After many years of reform and development, the market competitiveness of state-owned enterprises in our country has obviously strengthened, and they are playing an increasingly important role in promoting economic and social development. The healthy development must depend on the enthusiasm of human beings and the exertion of the role of talents, and must attach great importance to the development of human resources. As the most precious resource of enterprises, young human resources can be exploited effectively, which will play a decisive role in the development of enterprises. As a large state-owned power supply enterprise under the State Grid Company, Yiyang Electric Power Bureau is at present in the crucial period of speeding up the construction of the "one strong, three excellent" modern enterprises. The reform and development of the enterprises urgently need to create a firm political force and strict discipline. Highly qualified staff with consummate business and strong executive ability. The professional spirit, professional skills and comprehensive quality of the young employees, who account for more than half of the total number of employees in the enterprise, will directly relate to the strength of the competitiveness of the enterprise. Through the investigation and in-depth analysis of the present situation of youth human resources in Yiyang Electric Power Bureau, combined with the current policy environment, the necessity of developing youth human resources is obtained, and the systematic scheme design is carried out. The guiding ideology and principle, the target task, the concrete content and the stage arrangement of the youth human resource development in this enterprise are expounded in detail. The implementation of the scheme will be conducive to the rapid growth of young employees in enterprises, the ability to build a platform, create a good environment, and ultimately achieve the enterprise's various undertakings of sustainable development and achieve the win-win goal of individual comprehensive development of young employees.
