省级电网企业卓越绩效管理体系研究与应用

【摘要】:本文的主要目的在于讨论卓越绩效理论在省级电力公司中的应用。首先分析了绩效管理的内涵具体有员工绩效管理和组织绩效管理两个类别。方法有图尺度评价法、强制分布法、关键事件法、目标管理法、关键绩效指标法、行为锚定法。它的发展经历了平均赏罚调剂阶段、定性的“德勤能绩”评价阶段、定量化考核和目标考核阶段、效管理支持企业战略快速发展阶段。其次,分析了卓越绩效理论及其基本思想。核心是领导、战略、顾客与市场、资源、过程管理、测量、分析与改善经营结果。理念有质量对组织绩效的增值和贡献,以顾客为中心的理念,系统思考和系统整合,重视组织文化的作用,坚持可持续快速发展的原则,组织和个人的学习,PDCA动态过程,组织对社会的责任;再次,分析了电力企业的用人体系的特点包括,从组织结构来讲,电力企业普遍采用直线职能制,企业高管人员实行任命制,雇佣终身制。而在绩效考核上碰到种种困难,包括企业内部轮岗困难,分配平均主义,在一般人员的考核管理上,电力企业普遍未形成科学的管理制度。最后,以江苏省为案例分析了卓越绩效体系的作用。包括国际标准融合业务,创新评价方式,强化体系建设管控,创新导入方法,充分利用专业资源,构建评价体系。达到了以下效果:改善经营业绩,提升经济效益,履行社会责任,彰显良好形象,践行企业精神,统一员工理念,融合管理体系,推动改进提升,达成管理创新,助力推广应用。
[Abstract]:The main purpose of this paper is to discuss the application of performance excellence theory in provincial power companies. Firstly, the connotation of performance management is analyzed, which includes two categories: employee performance management and organizational performance management. Methods there are graph scale evaluation method, mandatory distribution method, key event method, objective management method, key performance index method and behavior anchoring method. Its development has experienced the phase of average reward and punishment adjustment, the qualitative evaluation stage of "Deloitte and Touche performance", the stage of quantitative assessment and objective assessment, and the stage of effective management supporting the rapid development of enterprise strategy. Secondly, the theory of outstanding performance and its basic ideas are analyzed. The core is leadership, strategy, customer and market, resources, process management, measurement, analysis and improvement of business results. The concept has the value and contribution of quality to organizational performance, customer-centered concept, systematic thinking and systematic integration, attaching importance to the role of organizational culture, adhering to the principle of sustainable and rapid development, and learning from the dynamic process of PDCA for both organizations and individuals. Thirdly, the paper analyzes the characteristics of the employment system of electric power enterprises, including, from the perspective of organizational structure, the linear function system is widely used in power enterprises, the appointment system for senior executives and the lifetime employment system are adopted. However, there are many difficulties in the performance appraisal, including the difficulty of internal rotation, the distribution of equalitarianism, and the lack of scientific management system in general personnel assessment and management. Finally, the paper takes Jiangsu Province as a case to analyze the function of excellent performance system. It includes the integration of international standards, the innovation of evaluation methods, the strengthening of system management and control, the innovation of introducing methods, the full use of professional resources, and the construction of evaluation systems. To achieve the following results: improving business performance, enhancing economic efficiency, fulfilling social responsibility, showing a good image, practicing the spirit of enterprise, unifying staff concept, integrating management system, promoting improvement and upgrading, achieving management innovation, Help to popularize and apply.
