【摘要】：目前,我国各省市实行不同的趸售电价定价机制,随着电力体制改革的不断深入,部分地区的趸售电价机制存在机制不完善、调整不及时和电价水平偏低等问题,给电网公司的正常经营带来了严重的影响。本文首先梳理了国内外电力价格水平规制、趸售电价定价方法以及输电成本分摊等基本理论。其次,介绍了国外电力批发市场现状,主要分析了典型电力市场现状,并分析总结了国外电力批发市场定价特点。同时对我国趸售电力市场现状进行了阐述与分析,总结了我国现行趸售电价机制存在的问题。同时对趸售电价机制原理以及机制对供购电双方的影响进行了论述分析。再其次分析了趸售企业单位供电成本的规律及其影响因素。最后,基于趸售电价定价方法,通过实证分析,提出了趸售电价定价机制,包括基于真实成本的定价机制以及同价补贴作为平衡基金的机制等。通过对核算结果分析可以得出按照真实成本来确定趸售电价、销售电价,核算的销售电价水平高于政府批准的销售电价,其差额通过同价补贴和农网维护费返还达到收益平衡,建议该同价补贴以平衡基金的形式来收取,明晰电价、基金及附加的组成及功能。完善趸售电价机制,加强趸售电价管理,对促进农村电网发展,满足农村地区快速增长的用电需求,保障公司合理利益具有重要意义。本文为各省电网公司和各趸售县电力企业提供科学决策的理论依据,为省电网公司科学地制定合理的趸售电价机制提供参考,具有一定的经济价值和推广应用价值。
[Abstract]:At present, various provinces and cities in China implement different pricing mechanisms for wholesale electricity prices. With the deepening of the reform of the power system, the mechanism of wholesale electricity prices in some regions is not perfect, the adjustment is not timely and the level of electricity prices is on the low side. To the normal operation of the grid company has brought serious impact. This paper firstly combs the basic theories of electricity price level regulation, wholesale electricity price pricing and transmission cost allocation at home and abroad. Secondly, the paper introduces the current situation of foreign power wholesale market, mainly analyzes the current situation of typical electricity market, and analyzes and summarizes the pricing characteristics of foreign wholesale power market. At the same time, the current situation of wholesale electricity market in China is expounded and analyzed, and the problems existing in the current wholesale electricity price mechanism in China are summarized. At the same time, the principle of wholesale electricity price mechanism and the influence of the mechanism on both supply and purchase of electricity are discussed and analyzed. Secondly, the law of unit power supply cost and its influencing factors are analyzed. Finally, based on the pricing method of wholesale electricity price and empirical analysis, this paper puts forward the pricing mechanism of wholesale electricity price, including the pricing mechanism based on real cost and the mechanism of the same price subsidy as a balance fund. Through the analysis of the accounting results, we can draw a conclusion that the wholesale electricity price, the selling electricity price, and the calculated selling electricity price level are higher than those approved by the government according to the real cost, and the difference is balanced through the same price subsidy and the return of the rural network maintenance fee. It is suggested that the same price subsidy should be collected in the form of a balance fund to clarify the electricity price, the fund and the additional composition and functions. It is of great significance to improve the mechanism of wholesale electricity price and strengthen the management of wholesale electricity price to promote the development of rural power grid, to meet the rapid growth of electricity demand in rural areas, and to ensure the reasonable interests of the company. This paper provides a theoretical basis for provincial power grid companies and power enterprises to make scientific decisions, and provides a reference for provincial power grid companies to scientifically formulate a reasonable wholesale electricity price mechanism, which has certain economic value and popularization and application value.
