大型施工企业开展海外EPC工程总承包的策略研究

【摘要】:改革开放以来,中国建筑业获得了较大发展,但同时也面临着行业内同质化竞争加剧和利润下滑的问题。尤其是我国加入WTO以来,中国建筑市场更是融入到国际市场的一部分,这意味着国内建筑业又要面临来自国际工程承包商的挑战。 从目前的国际工程承包市场看,EPC工程总承包模式已变成国际承发包市场的主流模式,来自欧美日等国家的大型国际承包商借助该模式,凭借其强大的投融资能力、雄厚的技术,高端信息化的管理手段,灵活的组织架构、超前的抗风险能力,牢牢占据着国际高端建筑市场。而对中国大型施工企业而言,由于体制等诸多方面的原因,基本仍主要采用设计与施工分离的施工总承包模式,大大限制了我国大型企业参与国际市场的竞争。近年来政府部门颁布了一系列法规来推动、鼓励施工企业开展工程总承包业务,以中建、中铁建、中铁等为首的国内特大型的建筑企业也在尝试采用EPC总承包的模式参与到国际建筑市场的竞争中,而且规模不断扩大,但是从经济效益的角度,对比国外的工程总承包商还有很大的差距,本文旨在通过对EPC总承包概念、相关模式对比,国内体制制约等分析,结合相关理论及近年来我国大型施工企业开展海外EPC总承包实践,从宏观和微观相结合的角度,提出改善EPC工程总承包模式的外部体制环境策略,以及企业自身搭建起与海外EPC总承包模式相适应的集团战略、业务职能完善、具体项目管理的策略,期望能够为大型施工企业成功开展海外EPC工程总承包业务起到一定的参考作用。 本文的研究共分为六部分,第一部分是前言,主要介绍选题的背景及意义,国内外的研究现状,主要的研究思路,研究内容,提出本文研究的创新点;第二部分是EPC工程总承包模式的概念及特征分析。通过EPC工程总承包模式的概念及特征分析,指出这种承包模式对业主及承包商的双层优势,同时与传统施工总承包模式对比分析,提出EPC工程总承包的优势。本部分与第四、第五部分是本论文的重点。第三部分是通过对国内外建筑市场的分析,指出我国大型施工企业向EPC工程总承包模式发展是其成长及壮大的必由之路。通过分析国际建筑市场发展现状,国际主流承包模式,进而分析国内大型施工企业与国际建筑承包商在国际市场份额及工程承包模式的差异,指出我国大型施工企业发展工程总承包模式是其发展壮大的必由之路;第四部分主要是简单介绍我国大型施工企业近年来开展海外EPC工程总承包的典型案例,指出问题点;第五部分是针对第四部分提出的问题点,通过分析、归纳、提出相关策略,该部分重点从四个角度提出策略,其一,分析现行的法律体系的制约,提出改善政策法规环境的建议;其二,结合公司战略管理理论提出建立与EPC相适应的战略体系及组织架构策略;其三,完善与EPC业务相适应的职能体系、投融资管理体系及国际通行EPC总承包商务合同体系管理;其四,从海外具体的EPC总承包项目管理角度,应按照国际通用的PMBOK的理论框架,搭建项目管理体系,重点做好五大过程,九大内容的项目管理工作;同时,通过积极采用信息化的管理软件等提升项目的管理水平及管理效率;第六部分为结论与启示。 本文的创新点体现在,其一,在前人研究成果的基础上,以宏观和微观相结合的方式,一方面从企业开展海外EPC所面临的国内成长环境及企业自身战略、业务职能的强化、以及投融资能力等宏观角度提出策略,另一方面,结合具体案例提出微观项目管理层面强化项目管理策略。其二,借助国外先进的管理理论结合我国大型施工企业开展海外EPC总承包的实践,确保提出的策略更具有可操作性和实际的指导意义。
[Abstract]:Since the reform and opening up, China's construction industry has gained great development, but it also faces the problem of intensifying competition and declining profit in the industry, especially since China's entry into the WTO, the Chinese construction market is part of the international market, which means the domestic construction industry will face the challenge from the international engineering contractor.
From the current international project contracting market, the general contracting model of EPC engineering has become the mainstream model of international contract market. Large international contractors from countries such as Europe, America and Japan have the aid of the model, with its powerful investment and financing ability, strong technology, high-end information management, flexible organizational structure, and advanced anti risk ability. Force is firmly occupying the international high-end construction market. For the large construction enterprises in China, the main construction contract mode is mainly adopted by the separation of design and construction because of many aspects of the system, which greatly restricts the competition of large enterprises in China. In recent years, a series of regulations have been issued by the government departments. The construction enterprises are encouraged to carry out the general contract business of the project, and the large domestic construction enterprises, headed by China railway construction, China Railway Construction and China Railway, are also trying to participate in the competition of the international construction market by using the EPC general contract model, and the scale is expanding continuously. However, from the economic benefit point of view, the general contractor abroad has a large comparison. The purpose of this paper is to analyze the EPC general contract concept, the correlation model comparison, the domestic system restriction and so on. In the light of the related theories and the overseas EPC general contracting practice in recent years, this paper puts forward the external institutional environment strategy of improving the EPC project general contract mode, and the enterprise self. To build up the group strategy adapted to the overseas EPC general contract model, the perfect business function and the specific project management strategy, the expectation can play a certain reference role for the large construction enterprises to successfully carry out the overseas EPC project general contracting business successfully.
The research of this article is divided into six parts. The first part is the preface. It mainly introduces the background and significance of the topic, the status of the research at home and abroad, the main research ideas, the content of the research, and the innovation point of this paper. The second part is the concept and characteristic analysis of the EPC project general contracting model. The concept and characteristics of the general contract model of EPC engineering are adopted. Analysis, point out the double advantages of the contract model to the owner and the contractor, and compare with the traditional construction contract model, and put forward the advantages of EPC general contract. The fourth part and the fifth part are the key points of this paper. The third part is the analysis of the construction market at home and abroad, and points out that the large construction enterprises of our country to EPC workers. The development of the general contract mode is the only way for its growth and expansion. Through the analysis of the current situation of the international construction market and the international mainstream contract mode, the difference between the international market share and the project contracting mode of the large construction enterprises in China and the international construction contractors is analyzed, and the general contracting mode of the large construction enterprises in China is pointed out. It is the only way for its development and expansion; the fourth part mainly introduces the typical cases of the oversea EPC engineering general contracting in recent years in China's large construction enterprises and points out the problem points; the fifth part is the problem point put forward in the fourth part. Through analysis, induction, and proposing phase Guan Celve, this part puts forward the strategy from four angles. First, it analyzes the constraints of the current legal system and puts forward suggestions for improving the environment of policy and regulation. Secondly, combining the strategic management theory of the company, it puts forward the strategic system and organizational structure strategy adapted to the EPC, and thirdly, to perfect the functional system adapted to the EPC business, the investment and financing management system and the international general contract for the EPC contract. And system management; fourthly, from the perspective of the EPC general contracting project management abroad, the project management system should be built according to the international general PMBOK theory framework, and the five major processes and nine contents of the project management work are focused on. At the same time, the management level and management efficiency of the project should be improved by actively adopting the information management software. The sixth part is the conclusion and enlightenment.
