山东电力集团公司EAP体系构建研究

【摘要】:山东电力集团公司(下文简称山东电力)是国家电网公司全资子公司,公司本部设21个部门;下属17个市供电公司及直属单位等30家企业和单位,县供电企业98个。近年来,随着山东经济加速,电网高速发展,电力员工安全生产压力明显增大;同时随着国家电网公司“三集五大”体制改革深入开展,山东电力无论领导层还是一线职工,都承受着巨大的心理压力,亟需尽快适应新体制。 EAP(职工援助计划)体系是目前国外先进企业用以管理职工压力、情绪的热门工具,国内一些注重人文管理的先进企业也已开始引进。本文以“山东电力集团公司EAP体系构建研究”为题进行深入研究,对指导电力企业构建EAP体系具有重要的理论意义和实践意义。 在文献研究方面,本文大量查阅、研究国内外EAP方面的最新文献,认真学习国内外学者对于EAP理论和技术的阐释,充分掌握国内外EAP最新发展趋势,认为EAP体系对高速发展的变革时期的电力企业具有重要作用。 在对EAP体系需求评估方面,本文结合山东电力实际情况进行了详细分析:一是针对山东电力组织结构、内外部环境和人力资源管理等情况,进行了深入的理论分析,明确发现山东电力人力资源管理在职工压力、情绪管理方面仍处于“救火队”阶段,尚无系统的预防管控方式;二是采用问卷调查方式,面向150名具有专业、年龄、岗位等代表性的职工,对职工压力程度、情绪管理能力进行了统计调查和分析,发现公司普遍存在年轻职工奉献意识弱、一线职工情绪管理能力较差、部分职工在变革期间的不安心态等问题,而针对这些问题,公司尚无相关部门或体系进行系统解决;三是针对发现的问题,本文提出构建山东电力EAP体系,并创新设计了职工EAP体系认同度调查问卷,面向150名职工进行认同度调查,对问卷进行统计分析后,结合前述对山东电力管理理论分析,得出分析结果无论从职工心理需求还是从企业管理进步角度,EAP体系都呼之欲出。 在体系设计方面,根据文献研究、需求评估的结果,本文从设计目标、设计原则、运作模式、系统横向模块、系统纵向框架、构建流程六个方面,对山东电力EAP体系构建进行方案设计:一是从公司层面和员工层面提出设计目标;二是提出四点设计原则:严格保密原则,预防为主、治疗为辅原则,客观原则,评估、反馈并重原则;三是运作模式设计为内部EAP与外部EAP相结合模式,并对外部EAP机构的选择和内部EAP机构的设立提出了构想和职责设计;四是对系统横向模块进行了设计,提出五大模块设计方案,包括心理健康服务模块、职业规划服务模块、企业服务模块、宣传推广模块和评估完善模块;五是对系统纵向框架进行了设计,提出三级体系设计方案,包括一级前期介入(主要用于预防和指导)、二级短期聚焦(主要用于帮助解决轻度问题)和三级危机干预(主要用于全面介入解决重度问题或严重的突发事件)。 目前个别省电力公司虽己对EAP有所涉足,但都仅停留在简单的心理培训、组织活动方面,对于EAP体系的系统构建仍处于空白阶段。本文的研究具有一定的前瞻性和针对性,不仅会为下一步山东电力构建EAP体系提供理论指导,也将对其他省电力公司的EAP体系构建提供有价值的参考和启示。
[Abstract]:The Shandong Electric Power Group Corp (hereinafter referred to as Shandong electric power) is the national Power Grid Corp wholly owned subsidiary, the company has 21 departments, 17 municipal power supply companies and direct units and other 30 enterprises and units, and 98 county power supply enterprises. In recent years, with the acceleration of the economy of Shandong, the rapid development of the power grid and the increasing pressure on the safety production of the electric power workers At the same time, with the deepening of the reform of the national Power Grid Corp "three sets and the five major" system, Shandong electric power, no matter the leadership or the frontline workers, is under great psychological pressure, and it is urgently needed to adapt to the new system as soon as possible.
EAP (staff assistance program) system is a popular tool for foreign advanced enterprises to manage employees' pressure and emotion. Some domestic advanced enterprises which pay attention to humanistic management have also begun to introduce. This paper takes "Shandong Electric Power Group Corp EAP system construction research" as a topic for in-depth study to guide the construction of EAP system in electric power enterprises. The theoretical and practical significance.
In the literature research, this article has consulted a lot of the latest EAP literature at home and abroad, carefully studied the explanation of the domestic and foreign scholars on the theory and technology of EAP, fully grasps the latest development trend of EAP at home and abroad, and thinks that the EAP system plays an important role in the electric power enterprises in the period of high speed and development.
In the demand assessment of EAP system, this paper makes a detailed analysis of the actual situation of Shandong electric power: first, in view of Shandong power organization structure, internal and external environment and human resources management, in-depth theoretical analysis, clearly found that Shandong power human resources management in the staff pressure, emotional management is still in "rescue". In the stage of fire team, there is no systematic prevention and control method, and two is a questionnaire survey, which faces 150 representative workers with professional, age, post and so on. It makes a statistical investigation and Analysis on the degree of staff pressure and the ability of emotional management. Poor, some staff in the period of change during the uneasy mentality and other problems, and in view of these problems, the company has no relevant departments or systems to carry out systematic solution; three in view of the problems found, this paper proposed the construction of the Shandong electric power EAP system, and innovative design of the employee EAP system identification questionnaire, for the 150 employees to identify the identity of the survey, After the statistical analysis of the questionnaire, combined with the previous analysis of the Shandong electric power management theory, it is concluded that the results of the analysis of the EAP system are all coming from the perspective of the psychological needs of the workers and the progress of the enterprise management.
In the aspect of system design, according to the literature research and the result of demand assessment, this paper designs the design of Shandong power EAP system from six aspects: design goal, design principle, operation mode, system horizontal module, vertical frame and construction process: first, the design objectives are put forward from the level of the public and the staff; and the two is to put forward four The principle of point design: strict secrecy principle, prevention mainly, treatment as the auxiliary principle, objective principle, evaluation and feedback principle; three, the operation mode is designed as the combination of internal EAP and external EAP, and the design and responsibility design of the choice of external EAP mechanism and the establishment of internal EAP mechanism are put forward; and the four is the horizontal module of the system. Five modules are designed, including mental health service module, career planning service module, enterprise service module, publicity and promotion module and evaluation and improvement module. Five, the vertical frame of the system is designed and the three level system design is proposed, including primary intervention (mainly for prevention and guidance) and two level short term. Focus (mainly to help solve mild problems) and three level crisis intervention (mainly for comprehensive intervention to solve serious problems or serious emergencies).
At present, although some provincial power companies have been involved in EAP, they are still in the blank stage of the system construction of the EAP system only in the simple psychological training and organization activities. The research of this paper has certain foresight and pertinence. It will not only provide theoretical guidance for the construction of the EAP system in the next step of Shandong power, but also the others. The construction of EAP system of provincial electric power company provides valuable reference and inspiration.
