AW公司电动汽车用超级电容器产业化项目风险管理

【摘要】:随着能源供应日趋紧张,环境污染日渐严重,发展电动汽车在国际上已经形成了广泛共识,而作为核心零部件,动力电池是电动汽车产业发展的最为关键的技术。超级电容器作为一种新型绿色环保动力电源,无论是作为短途固定线路电动汽车的唯一电源,还是作为混合动力车的辅助电源,都是优选器件之一。电动汽车用超级电容器的研究已经成为全球的热点。而我国更是把新能源和新能源汽车作为重大战略性新兴产业予以扶持。我国电动汽车用超级电容器产业化项目正处于起步和快速发展阶段,此类项目在管理方面有着许多不足和缺陷,主要体现在没有健全的风险管理体系、缺乏专业的风险评估机构和风险评价数据、项目管理水平不高等几个方面。AW公司承担了上海世博会重大科技项目——电动汽车用超级电容器产业化项目,项目对技术、人才、资金、管理等方面有很高要求,如何对项目可能存在的各种风险因素进行识别、分析及控制成为顺利实施该项目的关键。本论文结合AW公司电动汽车用超级电容器产业化项目,通过文献研究分析法,查阅相关文献资料,深入分析和思考电动汽车用超级电容器产业化项目风险中的问题;采用问卷调查法和专家访谈法,搜集整理电动汽车用超级电容器产业化项目风险管理的相关信息,明确项目特点;运用工作分解法(WBS)对项目风险因素进行分类总结和识别;运用格拉姆法和专家打分法进行项目风险评估;制订风险监控和应急计划,完善组织机构和相关制度,以因果分析图和项目风险报告的形式,建立项目风险应对和监控体系,利用工作分解结构图、甘特图等方法来实现项目风险应对控制,为实现项目的各项预期目标提供有效保障。本论文对AW公司电动汽车用超级电容器产业化项目存在的不确定事件和活动进行分析研究,将存在的风险大致归结为技术风险、管理风险、经济风险和政策风险四大类。对项目风险进行评估,按照风险发生概率和危害度进行排序。在风险评估结果的基础上,对AW公司电动汽车用超级电容器产业化项目给出了以风险分担、风险遏制、风险规避、风险转移为主要风险应对策略和监控措施。目前,在战略性新兴产业中有关风险管理方面的实际运用研究还很少,本论文通过分析研究AW公司电动汽车用超级电容器产业化项目风险管理方法,希望为该公司今后项目风险管理提供参考,同时对该领域其他项目风险管理也具有一定借鉴意义。
[Abstract]:As the energy supply is becoming increasingly tense and the environmental pollution is becoming more and more serious, the development of electric vehicles has formed a broad consensus in the world. As a core component, power battery is the most critical technology for the development of the electric vehicle industry. As a new green ring guaranteed power supply, the supercapacitor is a short distance fixed line power supply. The only power of the motor vehicle, or the auxiliary power of the hybrid electric vehicle, is one of the preferred devices. The research on the supercapacitor used in the electric vehicle has become a hot spot in the world. In our country, the new energy and new energy vehicles are also supported as a major strategic new industry. The project is in the stage of start and rapid development. This kind of project has many shortcomings and defects in management. It is mainly reflected in the lack of a sound risk management system, the lack of professional risk assessment institutions and risk assessment data, and the low level of project management..AW companies have undertaken the major scientific and technological projects in World Expo, Shanghai. The project has high requirements on technology, talent, capital, management and so on. How to identify various risk factors that may exist in the project, analysis and control become the key to the smooth implementation of the project. This paper combines the AW company's electric vehicle supercapacitor industrialization project, through the literature The research and analysis method, consulting the relevant literature, in-depth analysis and Thinking on the problems of the industrialization project risk of electric vehicle supercapacitor; using the questionnaire survey method and expert interview method, collect and collate the related information and interest of the project risk management of the electric vehicle supercapacitor industrialization project, and make clear the project characteristics; use the work decomposition method (WBS The project risk factors are classified and identified; the project risk assessment is carried out by the Gram method and the expert scoring method, the risk monitoring and emergency plan, the organization and the related system, the form of causality analysis and project risk report, the project wind insurance response and monitoring system are established, and the work breakdown structure map is used. In this paper, the uncertain events and activities of the supercapacitor industrialization project in AW company are analyzed and studied in this paper, and the risks are generally attributed to technical risk, management risk, economic risk and risk. There are four major categories of policy risk. The project risk is evaluated, the risk probability and the degree of hazard are sorted. On the basis of the results of the risk assessment, the risk sharing, risk containment, risk aversion, risk transfer and risk transfer are the main risk coping strategies and monitoring measures on the basis of the results of the risk assessment. Before, there are few research on the practical application of risk management in strategic emerging industries. This paper analyzes and studies the risk management method of the industrialization project of supercapacitor in AW company, hoping to provide reference for the project risk management in the future, and also has a certain risk management in other projects in this field.
