桃花江核电项目管理模式的改进研究

【摘要】：随着我国核电事业的快速发展，原有的核电站建设管理模式已不再适应，急需研究新的核电站建设项目管理模式。以往，国内一般采用核电站项目业主直接组织开展核电工程建设的项目管理模式，其结果是项目建设过程中缺乏项目管理人才，项目建成后，工程项目管理工作减少，又面临大量的工程项目管理人才的浪费。本文通过对国际、国内正在推行的几种主要的工程总承包管理模式的研究对比，并深入分析桃花江核电项目管理模式现状及存在的主要问题，结合我国核电站建设行业工程总承包公司还处于起步阶段的实际情况，提出了在桃花江核电建设过程中，宜采用改进的EPC (设计、采购和施工监理)总承包管理新模式，提出了总体框架设计思路和原则，，新模式实施方案及桃花江核电项目业主管理职责和管控重点。并对桃花江核电项目管理模式改进方案的实施保障，组织机构和管理制度调整提出方案，并对实施效果进行预评价分析。本文的研究成果结合了业主管理模式及EPC总承包模式的优点，对核电建设项目的管理具有十分重要的理论意义和现实意义，可以为我国新建核电项目业主确定管理模式提供借鉴。
[Abstract]:With the rapid development of nuclear power industry in China, the original nuclear power plant construction management model is no longer suitable, so it is urgent to study new nuclear power plant construction project management model. In the past, the project management mode of nuclear power plant project owner was generally adopted in our country, which resulted in the lack of project management personnel in the process of project construction, and the decrease of project management work after the project was completed. Faced with a large number of project management personnel waste. Based on the research and comparison of several major general contracting management modes in the world and in China, this paper analyzes the present situation and main problems of the management mode of Taohuajiang nuclear power project. Combined with the fact that the general contracting company of nuclear power plant construction industry in our country is still in its infancy, a new mode of general contract management based on improved EPC (design, procurement and construction supervision) is put forward in the construction of Taohuajiang nuclear power plant. The design idea and principle of the overall framework, the implementation scheme of the new model and the management responsibility and control focus of the owner of the Taohuajiang nuclear power project are put forward. The implementation guarantee, organization and management system adjustment of Taohuajiang nuclear power project management mode improvement scheme are put forward, and the effect of implementation is analyzed. The research results of this paper combine the advantages of owner management mode and EPC general contracting mode, and have very important theoretical and practical significance for the management of nuclear power construction project. It can be used for reference for the owners of new nuclear power projects in China to determine the management model.
