胜利油田高层次科技人才培养研究

【摘要】:高层次科技人才是推动企业创新发展的力量。胜利油田要实现“百年创新、百年胜利”愿景目标和“打造世界一流、实现率先发展”阶段目标,,必须要有一支技术精湛、创新能力强的高层次科技人才队伍为支撑。本文对国内外高层次科技人才培养的理论进行了系统梳理,对国内外专家关于人才、科技人才、高层次科技人才的概念和标准进行了系统研究,对我国2003年全国人才工作会议以后的重大人才政策进行了分析,提出了加强高层次科技人才培养工作需要把握的重点问题。本文简要介绍了胜利油田发展历程、人才管理和培训情况,对现有人才数量、结构、布局进行了分析,对高层次科技人才培养工作开展情况进行了归纳总结。综合运用问卷调查、高端访谈等研究方法,从队伍结构、创新能力、教育培训等方面找出了胜利油田高层次科技人才培养面临的主要问题,并进行了深入的原因剖析,为加强人才培养开发工作奠定了基础。运用内外先进研究成果和人才培养理论,结合胜利油田国有企业实际,从构建高层次科技人才培养链、完善人才考评体系、丰富人才培训开发模式、创新人才激励机制、优化人才工作环境等方面提出了针对性措施办法。
[Abstract]:High-level scientific and technological talents are the power to promote the innovation and development of enterprises. In order to realize the goal of "hundred years of innovation, hundred years of victory" and the stage of "building world first class and leading development", Shengli Oilfield must have a team of high level scientific and technological talents with exquisite technology and strong ability of innovation. In this paper, the theory of cultivating high-level scientific and technological talents at home and abroad is systematically combed, and the concepts and standards of experts at home and abroad about talents, scientific and technological talents and high-level scientific and technological talents are systematically studied. This paper analyzes the major talent policy after the 2003 National Talent work Conference in China, and puts forward the key problems to be grasped in strengthening the training of high-level scientific and technological talents. This paper briefly introduces the development course, talent management and training of Shengli Oilfield, analyzes the quantity, structure and layout of existing talents, and summarizes the development of high-level scientific and technological talents training. By comprehensive use of questionnaire survey, high-end interview and other research methods, from the aspects of team structure, innovation ability, education and training, this paper finds out the main problems faced by the cultivation of high-level scientific and technological talents in Shengli Oilfield, and makes a deep analysis of the reasons. It has laid a foundation for strengthening the work of personnel training and development. By using the advanced research results and talent training theory, combining with the reality of the state-owned enterprises in Shengli Oilfield, this paper tries to construct a high level scientific and technological talent training chain, perfect the talent examination and evaluation system, enrich the talent training and development model, and innovate the talent incentive mechanism. Some measures are put forward to optimize the working environment of talents.
