新疆工业主导产业选择与发展研究

【摘要】：工业是国民经济的重要部门，工业化是一个经济体实现代化的的必要途径。本文在对新疆自治区几十年工业经济发展进行实证分析的基础上，试图筛选出“十二五”期间自治区工业发展的主导产业，进而对其发展做一些研究。本文首先梳理了工业化阶段理论、主导产业基础理论与主导产业选择基准理论；接着，对新疆工业经济的历史演进、发展现状、工业化阶段及存在的问题进行了深入的分析；然后，结合相关理论知识与新疆的实际，主要参考需求收入弹性基准、市场潜力基准、产业关联基准、比较优势基准、经济效益基准、社会进步基准、环保基准等八个主导产业选择基准，构建了区域工业主导产业选择的评价体系，，运用因子分析法对自治区的37个工业行业进行了实证分析；结合定性分析和定量分析的结果，最终选择石油和天然气开采业、石油加工、炼焦及核燃料加工业、化学原料及化学制品制造业、黑色金属冶炼及压延加工业、电力、热力的生产和供应业、纺织业、煤炭开采和洗选业、农副食品加工业等八大产业作为新疆未来着力发展的主导产业；在此基础上，对主导产业发展做了研究，本文认为，新疆工业主导产业总体发展应以科学发展观为指导，以比较优势与因地制宜、可持续发展、坚持区域自主创新与以人为本等为原则，以循环经济为发展模式，以建立以重点企业为核心，相关企业对其中间产品、废弃物利用、消化的生态工业园区，进而形成主导产业集群为具体路径选择。最后提出了主导产业发展的保障措施：一、完善产业政策体系，积极支持主导产业发展；二、千方百计引进人才，积极培养人才，充分发挥人才的作用；三、多种渠道筹措资金，加大投资力度，促进主导产业发展；四、加大产业结构调整力度，促进主导产业协调发展；五、优化主导产业发展的软环境。
[Abstract]:Industry is an important sector of the national economy, industrialization is a necessary way to modernize an economy. Based on the empirical analysis of the industrial economic development of Xinjiang Autonomous region in several decades, this paper tries to screen out the leading industries of the industrial development in Xinjiang during the 12th Five-Year Plan period, and then makes some research on its development. This paper first combs the industrialization stage theory, the leading industry basic theory and the leading industry choice benchmark theory, then, has carried on the thorough analysis to the Xinjiang industrial economy historical evolution, the development present situation, the industrialization stage and the existence question; Then, combining the relevant theoretical knowledge with the actual situation in Xinjiang, we mainly refer to the demand income elasticity benchmark, the market potential benchmark, the industry association benchmark, the comparative advantage benchmark, the economic benefit benchmark, the social progress benchmark, The evaluation system of regional industrial leading industry selection is constructed, and the empirical analysis of 37 industrial industries in the autonomous region is carried out by using factor analysis method, which combines the qualitative analysis and quantitative analysis results. The final choice is oil and gas mining, petroleum processing, coking and nuclear fuel processing, chemical raw materials and chemical products manufacturing, ferrous metal smelting and calender processing, electricity, thermal production and supply, textiles, Eight industries, such as coal mining and washing industry, agricultural food processing industry and so on, are regarded as leading industries in Xinjiang's future development. On this basis, the development of leading industries is studied. The overall development of industrial leading industries in Xinjiang should be guided by the scientific development view, take comparative advantage and measures in accordance with local conditions, be sustainable development, adhere to the principles of regional independent innovation and people-oriented, and take circular economy as the development model. Taking the key enterprises as the core and the related enterprises using and digesting the intermediate products and wastes, it is the specific path choice to form the leading industrial clusters. Finally, the paper puts forward the safeguard measures for the development of leading industries: first, to improve the industrial policy system and actively support the development of leading industries; second, to do everything possible to introduce talents, actively train talents, and give full play to the role of talents; third, Raising funds through various channels, increasing investment and promoting the development of leading industries; fourth, strengthening the adjustment of industrial structure to promote the coordinated development of leading industries; fifth, optimizing the soft environment for the development of leading industries.
