矿业权设置方案编审辅助系统的应用研究

【摘要】:矿业权设置是落实国家整装勘查区内矿产资源勘查开发的一个有效手段。为了保证矿业权最终拥有者的合法权益,在进行矿业权的宏观规划时,应尽可能保证每一个矿业权设置的合理性。本文系统分析了矿业权设置方案编审的业务需求、定量与定性相结合的空间分析方法,基于GIS设计并实现了矿业权设置辅助系统,以地理、地质、物探、化探、矿产、遥感等基础数据为支撑,灵活调用GIS组件功能接口实现分析功能,使用辅助系统"所见即所得"的交互式操作,可快速实现整装勘查区范围内拟设探矿权、拟设采矿权的设置,以及全面的定量、定性的合理性分析,适用于矿业权设置方案的编写、评审等各个环节。应用该系统出色地完成了全国第二批31片整装勘查设置方案编审工作,实践结果表明该系统不仅保证了整装勘查区成果数据的质量,还大大提高了工作效率。目前各省正在使用系统进行我国第三批整装勘查设置方案的编制,部分省份已将其用于辖区内不同级别的矿业权设置方案的编制。
[Abstract]:The establishment of mining right is an effective means to carry out the exploration and development of mineral resources in the country's complete exploration area. In order to guarantee the legal rights and interests of the ultimate owners of mining rights, the rationality of the establishment of each mining right should be guaranteed as far as possible when the macro planning of mining rights is carried out. This paper systematically analyzes the business demand of mining right establishment scheme, and the spatial analysis method combining quantitative and qualitative analysis. Based on GIS, the auxiliary system of mining right setting is designed and realized, which is based on geography, geology, geophysical exploration, geochemical exploration, mineral resources. Based on the basic data such as remote sensing, the GIS component functional interface is flexibly called to realize the analysis function, and the interactive operation of the auxiliary system "what you see is what you get" can quickly realize the establishment of the prospecting right and the mining right in the whole exploration area. And comprehensive quantitative and qualitative rationality analysis, suitable for mining rights establishment scheme, review and other aspects. The application of the system has accomplished the compilation and review of the second batch of 31 pieces of integrated exploration plan in China. The practical results show that the system not only guarantees the quality of the data of the whole survey area, but also improves the working efficiency greatly. At present, the provinces are using the system to compile the third batch of integrated exploration and setup scheme in our country, and some provinces have already applied it to the compilation of the plan of mining right establishment of different levels in the area of jurisdiction.
